Kritik an der EU ist eine Todsünde

Und eigentlich der einzige Grund, entlassen zu werden

Brüssel - "Hör mal, Hannan", sprach mich unlängst ein deutscher Kollege im Europäischen Parlament an, "wir sind das langsam leid. Ständig schreibst du über EU-Abgeordnete und ihr Ausgabeverhalten. Du läßt uns ja wie ein Haufen Gangster aussehen. Fällt dir nichts Besseres ein?"

Nun, wenn meine Kolumne eines ist, dann ausgewogen. Also werde ich diese Woche aus Gründen der Gleichbehandlung kein Wort über Europa-Parlamentarier verlieren. Ich werde nichts über ihre Tricksereien mit Reisekostenabrechnungen schreiben, nichts über ihre üppigen Sitzungspauschalen und nichts über ihre sonstigen Nebeneinnahmen. Statt dessen möchte ich Ihnen etwas über die lieben EU-Beamten erzählen.

Am Dienstag wurde bekannt, daß einer ganzen Reihe Brüsseler Eurokraten eine vorzeitige Pensionierung ohne finanzielle Einbußen angeboten werden soll, um für neue Beamte aus den Beitrittsländern Platz zu machen. In der Europäischen Union bedeutet das, daß die Frühpensionäre nicht mehr und nicht weniger als 70 Prozent ihres letzten Gehalts bekommen - in manchen Fällen sind das über 100 000 Euro jährlich. Nicht schlecht, wenn man gerade mal fünfzig ist.

Wieder einmal zeigt Brüssel, daß es sich rührend um die Seinen kümmert. Bei EU-Beamten kommt es nicht selten vor, daß das Nettogehalt höher ausfällt als das Bruttoentgelt. Wenn jemand in einer teuren Stadt arbeitet, bekommt er eine Zulage von bis zu 40 Prozent seiner Besoldung. Wenn seine Arbeitsstätte nicht in seinem Heimatland liegt, erhält er einen "Auslandszuschlag", der sich auf weitere 16 Prozent beläuft. Wenn er Familie hat, steht ihm zusätzlich eine Kinderpauschale zu. Im Idealfall zahlt er dann eine EU-Pauschalsteuer von rund 18 Prozent - und ist mithin relativ wenig betroffen von all den steuerlichen Konsequenzen, die seine Entscheidungen für den Rest der EU-Bürger haben.

Ein Eurokrat hat darüber hinaus weitaus mehr Macht als seine Pendants in den einzelnen Mitgliedsstaaten. Die meisten Menschen wissen, daß die Europäische Kommission die treibende Kraft der EU darstellt, obgleich die Bürger sie nicht gewählt haben. Weniger bekannt ist hingegen, daß das Europäische Parlament - theoretisch der demokratischere Part - weitgehend von den Beamten im Hintergrund gesteuert wird. Drei Viertel der Abgeordneten im derzeitigen Parlament sind zum erstenmal dabei. Doch als wir uns vergangenes Jahr zur konstituierenden Sitzung trafen, waren Dutzende Gesetzesvorlagen schon fertig und mußten nur noch verabschiedet werden. Diese Entwürfe waren vom Sekretariat des Parlaments ausgearbeitet worden und wurden in der Folgezeit mit nur minimalem Gegenwind seitens der Neu-Parlamentarier durchgepaukt. Das Sekretariat konnte dabei auch deshalb so zielstrebig vorgehen, weil die Neulinge große Mühe hatten, sich überhaupt erst einmal zurechtzufinden.

Vor allem aber kleben die Brüsseler Eurokraten an ihrem Sessel. Kein einziger Beamter verlor zum Beispiel wegen der gigantischen Korruptionsaffäre, die im Jahr 1999 die Europäische Union erschütterte und die Kommission zu Fall brachte, seinen Job. Ich weiß zudem von mindestens einem ranghohen Eurokraten, der in einen großen Skandal um die Zweckentfremdung von Entwicklungshilfe verwickelt war und dafür lediglich auf einen anderen hochgestellten Posten versetzt wurde. Um wirklich entlassen zu werden, muß man in Brüssel schon die eine Todsünde begehen: die EU kritisieren.

Das passierte Marta Andreasen. Die Rechnungsführerin war in der Folge der Ereignisse von 1999 eingestellt worden, um die Buchhaltung der EU auf Vordermann zu bringen. Doch als sie das Gebaren der Kommissare kritisierte, wurde sie zunächst suspendiert und dann - in einem letzten gehässigen Akt der Kommission - gefeuert. Ähnliches passierte dem britischen EU-Beamten Bernard Connolly, der es gewagt hatte, ein Euro-kritisches Buch zu verfassen. Als Connolly seine Entlassung auf Basis der Meinungsfreiheit anfocht, entschied der Europäische Gerichtshof (und bei der Formulierung läuft es mir eiskalt den Rücken runter), die Freiheit der Rede sei kein absolutes Recht: Kritik an der EU ist davon, ebenso wie früher Blasphemie, nicht abgedeckt.

Schön wäre nur, wenn die EU ebensoviel Zeit darauf verwenden würde, sich mit Fällen von Fehlverhalten und Amtsmißbrauch in ihren eigenen Reihen zu beschäftigen, wie sie damit zubringt, ihre Kritiker ruhigzustellen. Wenn Sie glauben, ich übertreibe, erinnern Sie sich nur mal an das Schicksal des Stern-Reporters Hans-Martin Tillack. Der deutsche Journalist wurde im Frühjahr 2004 von der belgischen Polizei verhaftet und stundenlang festgehalten - und das ohne die Möglichkeit, Kontakt zu einem Anwalt aufzunehmen. Während dieser Zeit durchwühlten die Polizisten seine Rechercheakten, Telefonmitschriften sowie Kontoauszüge und beschlagnahmten die Unterlagen. Sein Verbrechen hatte darin bestanden, über Schmiergeldzahlungen in Brüssel zu berichten und nicht zuletzt über das Versagen der EU, gegen interne Mißstände vorzugehen. Überflüssig zu erwähnen, daß keiner der korrupten Eurokraten jemals so behandelt worden wäre wie Tillack.

In gewisser Weise trägt daran jeder eine Mitschuld. Das europäische Ideal scheint ganz automatisch die Unterstützung eines jeden gebildeten Menschen zu erfahren. Die Folge ist, daß diejenigen innerhalb des Systems sich problemlos ein bequemes Leben einrichten können. Dürfen sie doch sicher sein, daß sie sich vor niemandem werden verantworten müssen.

EILMELDUNG - Russland hat Großteil der Schulden beim Pariser Gläubigerklub getilgt

MOSKAU, 19. August (RIA Nowosti). Russland hat am Freitag im Rahmen der vorfristigen Tilgung seiner Schuld gegenüber dem Pariser Gläubigerklub den größten Teil der verbliebenen Summe von 2,3 Milliarden US-Dollar zurückgezahlt. „Der Hauptteil der Zahlungen ist schon heute geleistet worden“, informierte eine Quelle im Finanzministerium die RIA Nowosti. »Das glaube, wer will«

 
Neue Enthüllungen belegen die These, daß die Anschläge vom 11. September 2001 unter den Augen der US-Behörden geplant wurden.

Ein Gespräch mit Mathias Bröckers

F: Wie die New York Times vergangene Woche berichtete, soll die Spezialeinheit »Able Danger« des militärischen Geheimdienstes im US-Verteidigungsministerium schon ein Jahr vor den Terrorattacken des 11. September 2001 von den Aktivitäten von vier vermeintlichen Todespiloten, darunter Mohammed Atta, gewußt haben. Muß damit nicht die offizielle Version von den »Schläfern im Land der Ahnungslosen« umgeschrieben werden?

Eine Revision der offiziellen 9/11-Legende steht wohl auch jetzt nicht an, obwohl der Zeitungsbericht einen weiteren Beleg dafür liefert, daß die Hijacker nicht aus einer afghanischen Höhle gesteuert worden sind, sondern hochrangige Protektion genossen haben.

F: Gleichwohl sorgt die dem Bericht zugrundeliegende Enthüllung des Kongreßabgeordneten und Exgeheimdienstlers Curt Weldon für einigen Wirbel in der US-Öffentlichkeit

Am Mittwoch erst hat sich der Informant, auf den sich Weldon beruft, in zwei Interviews der Öffentlichkeit gestellt und bestätigt, daß er seinerzeit der Verbindungsoffizier der »Able-Danger«-Operation gewesen ist. Man habe damals, so Oberst Anthony Shaffer, Atta und drei weitere Hijacker als Mitglieder einer Terrorzelle identifiziert. Allerdings sei die Weiterleitung der Informationen an die Bundespolizei FBI vom »Special Operations Command« des Militärs blockiert worden.

F: Was sagt die US-Regierung dazu?

Die hat die Geschichte zum Anlaß genommen, die Legende von den damaligen aber inzwischen per Patriot-Act behobenen Kommunikationsdefiziten zwischen Geheimdiensten und Polizei weiter anzureichern. Außerdem schiebt die Bush-Truppe den schwarzen Peter an die damals amtierende Clinton-Administration weiter. Es bleibt also dabei: Eine unglückselige Serie von Pleiten, Pech und Pannen soll der Grund dafür sein, daß sich Atta und seine Mitstreiter zwei Jahre lang unbehelligt in den USA aufhalten, ihre Visa jederzeit verlängern lassen und überhaupt tun und lassen konnten, was sie wollten, ohne auch nur den geringsten Verdacht zu erwecken.

F: Pentagon-Chef Donald Rumsfeld behauptet, »Able Danger« nicht einmal zu kennen.

Das glaube, wer will. Tatsächlich soll »Able Danger« laut Shaffers Atta und Co. mit öffentlich zugänglichen Daten der Immigrationsbehörde und aus dem Internet auf die Schliche gekommen sein — ausdrücklich ohne verbotenen Lauschangriff. Das klingt nicht gerade nach einer illegalen, hochgeheimen Operation im tiefsten Geheimdienstdickicht.

F: Shaffer hat bereits im Jahr 2003 vor der offiziellen 9/11-Kommission über »Able Danger« und die enttarnte Terrorzelle ausgesagt. Der Kommissionsleiter behauptet indes heute, es habe keine Hinweise auf die Atta-Gruppe in den daraufhin beim Pentagon angeforderten »Able-Danger«-Dokumenten gegeben.

Bleibt die Frage, wer hier falsch spielt. Hat die Kommission bewußt etwas unterdrückt, wurde ihr vom Pentagon frisiertes Material zugespielt oder lügt Shaffer? Letzteres ist zweifelhaft — seine Karriere dürfte fürs erste gelaufen sein.

F: Offiziell heißt es, »Able-Danger« habe sein Wissen über die Terrorzelle im Herbst 2000 aufgrund datenschutzrechtlicher Bedenken nicht dem FBI preisgeben dürfen. Laut aktuellem Spiegel eine »schlüssige Antwort«.

Beim Spiegel hat man sich mit der Legende von »Osama und den 19 Räubern« so weit aus dem Fenster gelehnt, daß natürlich alles, was dagegen spricht, verdreht und unterschlagen werden muß. Die Ausrede, daß die Militäroperation seinerzeit als Bespitzelung von Zivilisten gewertet worden sei, ist ein einziger Witz. Das Ziel der Operation waren keine US-Bürger, sondern Touristen und Flugschüler aus Fernost, die auf diversen Terrorwatchlists standen.

F: Dafür, daß die US-Terrorabwehr vor dem 11. September einige Wünsche offenließ, sprechen auch Neuigkeiten im Fall des verstorbenen John O`Neill. Was hat es mit diesem Mann auf sich?

Er war FBI-Antiterrorchef bis er im Sommer 2001 sein Amt wutentbrannt hinwarf. Er sei, so eine langjährige Freundin in einem aktuellen Interview, von »high up« gestoppt worden, im Umfeld der späteren Hijacker zu ermitteln. Als Trostpflaster wurde ihm der dreimal besser bezahlte Job als Security-Chef im World-Trade-Center angeboten, den er am 1. September 2001 antrat. Zehn Tage später kam er an seinem Arbeitsplatz ums Leben.

WIEN/BONN/BERLIN(Eigener Bericht) - Sechs Jahre nach dem Überfall auf die Bundesrepublik Jugoslawien erhalten deutsche Energiekonzerne Zugriff auf wesentliche Anteile der Strom- und Gasmärkte in Südosteuropa. Das entsprechende Abkommen, das die vormaligen Nationalunternehmen der westlichen Konkurrenz ausliefert, soll am 26.Oktober unterzeichnet werden. Betroffen sind sieben Balkanstaaten, die sich verpflichten müssen, ihre Hoheitsgebiete den EU-Energieunternehmen endgültig zu öffnen. Die Übernahme wird von einer Kontrollbehörde außerhalb des Protektoratsgebiets überwacht. Bereits jetzt orientieren mehrere Balkanländer ihre Regelwerke für den Gassektor an deutschen Standards und geraten dabei in Abhängigkeit von Lieferfirmen aus der Bundesrepublik. Der Angliederung des südosteuropäischen Energiemarktes wird wegen der geografischen Brückenlage zum Mittleren Osten und nach Zentralasien hohe Bedeutung zugeschrieben.

Den vom Ost-Ausschuss der Deutschen Wirtschaft lebhaft befürworteten Anschluss an den Energiemarkt der EU haben Albanien, Bulgarien, Rumänien sowie vier ex-jugoslawische Folgestaaten (Kroatien, Bosnien-Herzegowina, Serbien und Montenegro, Mazedonien) ab Ende Oktober vorzunehmen. Tatsächlich ist die Aneignung durch westliche Großunternehmen längst beschlossen. Eine Studie der Weltbank rechnet mit einem unmittelbaren Kapitaltransfer in Höhe von mehreren Milliarden Euro. Die Durchsetzung der Vertragsbestimmungen soll in Wien sichergestellt werden, wo sich Österreich eine bestimmende Kontrollfunktion im Finanzwesen gesichert hat (Financial/Legal Advisor). Beobachter rechnen mit Auseinandersetzungen um die Person des zukünftigen Direktors der Behörde, der aus einem EU-Kernstaat stammen wird.

Drehscheiben
Deutsche Energiekonzerne haben sich in den vergangenen Jahren günstige Ausgangspositionen für die Übernahme geschaffen und bauen dabei teilweise auf österreichische Unternehmen. So nutzt RWE für die Südosteuropa -Expansion den Kärntner Kelag-Konzern, an dem die Essener Firma im Jahr 2001 rund ein Drittel der Anteile übernommen hat. In Ungarn, das seit dem Zusammenschluss der beiden europäischen Stromnetze im Oktober 2004 [1] als günstiger Standort für die Eroberung des südosteuropäischen Strommarktes gilt, kontrolliert RWE zwei Stromversorger (ELMÜ, EMASZ) und hält Anteile an Gasversorgern (TIGAZ, DDGAZ). Die Düsseldorfer Eon AG schreibt Ungarn eine "Drehscheibenfunktion" [2] auch für das Gasgeschäft in Südosteuropa zu und hat dort bedeutende Übernahmen getätigt [3]. Wie ein Konzernsprecher gegenüber german-foreign-policy.com bestätigt, will die deutsche Eon AG ihre Position in Ungarn, Rumänien und Bulgarien weiter ausbauen.

Vorlage
Die vier ex-jugoslawischen Folgestaaten Serbien und Montenegro, Kroatien, Bosnien-Herzegowina und Mazedonien orientieren sich bei der Neuorganisation ihrer Gasversorgung seit mehreren Jahren unmittelbar an Deutschland. Die Deutsche Vereinigung des Gas- und Wasserfaches e.V. (DVGW) setzt den Vertretern aus Ministerien, Gasvereinigungen und Gasunternehmen der vier Länder seit 2002 Standards, mit denen die jeweiligen Ordnungsrahmen für den nationalen Gassektor restrukturiert werden. "Das deutsche Regelwerk wird dabei als Vorlage genommen", heißt es auf Anfrage dieser Redaktion. Gleichzeitig übermitteln die deutschen Spezialisten Organisationskriterien, deren Übernahme spätere Detaileinblicke in die nationalen Restbestände der einst autonomen Energiestrukturen erlaubt - ideale Voraussetzungen für deutsche Beteiligungen oder Aufkäufe. In den Balkanstaaten gebe es "viel Potenzial für Investoren", erklärt der Chairman des DVGW-"Koordinierungsausschusses Südosteuropa", der in enger Abstimmung mit deutschen Ministerien tätig ist.[4]

Athen-Prozess
Die bevorstehende Übernahme ist ein Ergebnis des "Stabilitätspaktes für Südosteuropa", der noch während der Dauerbombardements auf jugoslawische Städte und Dörfer im Auswärtigen Amt (AA) entworfen wurde. Die Federführung hatte der damalige Außenminister Fischer. Darin fordert das AA "ausbaufähige Absatzmärkte, Investitionsstandorte" und "Anreize für int. Unternehmenskooperation" auf dem Balkan.[5] In Erfüllung dieser Vorgaben fand im folgenden Jahr eine "Energietagung Südosteuropa" statt, in deren Mittelpunkt die "Reorganisation und Neustrukturierung der Energiemärkte" stand. Ausrichter war die Berliner NBLD Ost Consult Holding GmbH, die im osteuropäischen Energiegeschäft für deutsche Firmen tätig ist. Im März 2002 legte die EU-Kommission entsprechende Vorschläge vor, im November 2002 hatten die betroffenen Länder eine diesbezügliche Vereinbarung zu unterzeichnen ("Athen-Prozess"). Eine neuerliche Vertragsbindung schließt am 28. Oktober die Normierungsphase ab, so dass anschließend mit der Umsetzung begonnen werden kann - unter den Augen der in Wien residierenden Kontrollbehörde über das Balkan-Protektorat.

Outcasts
Der Eingliederung des südosteuropäischen Energiemarktes messen Berlin und Brüssel hohe strategische Bedeutung bei. Sie werde "Energieverbindungen mit Südosteuropa und darüber hinaus mit dem Mittleren Osten und der Kaspischen Region" schaffen, heißt es bei der EU.[6] Entsprechende Pipelineprojekte sollen die zukünftige Versorgung der europäischen Kernstaaten mit Rohstoffen aus Zentralasien [7] und dem Iran [8] sicherstellen - unter planerischer, logistischer und hoheitlicher Aufsicht Deutschlands sowie der übrigen Unionsstaaten. Die Einwohner der betroffenen Transitländer haben ein weiteres Nachsehen: Von den finanziellen Umverteilungseffekten, die das milliardenschwere Energiegeschäft im EU-Gebiet zur Folge hat, bleiben sie ausgeschlossen - Outcasts, da Nicht-Mitglieder der EU.

BVerfG: Heß-Kundgebung in Wunsiedel bleibt verboten

Eine vom Antragsteller für den 20.08.2005 in Wunsiedel angemeldete Versammlung unter dem Thema "Gedenken an Rudolf Heß" bleibt verboten. Mit seinem Beschluss lehnte das BVerfG den Antrag des Antragstellers auf Gewährung von Eilrechtsschutz ab.

Dieser hatte sich bereits vor den Fachgerichten erfolglos gegen den Sofortvollzug des vom Landratsamt Wunsiedel ausgesprochenen Versammlungsverbots, das sich auf die seit 01.04.2005 geltende Strafvorschrift des § 130 Abs. 4 StGB stützte, gewandt.

Der Antrag auf Eilrechtsschutz hat keinen Erfolg.

Zwar wäre nach Auffassung des Gerichts eine Verfassungsbeschwerde nicht von vorneherein unzulässig oder unbegründet. Der Ausgangskonflikt und die dem versammlungsbehördlichen Verbot zu Grunde liegende Strafrechtsnorm würfen eine Reihe schwieriger Rechtsfragen auf, die letztlich nur in einem Hauptsacheverfahren geklärt werden könnten. Insbesondere wäre die umstrittene Verfassungsmäßigkeit des § 130 Abs. 4 StGB zu prüfen und die Frage zu entscheiden, ob die einzelnen vom VG und VGH benannten Argumente, insbesondere die Annahme einer Störung des öffentlichen Friedens, das Verbot einer Versammlung wie der für Wunsiedel geplanten rechtfertigen könne.


Die gebotene Folgenabwägung falle aber zu Lasten des Antragstellers aus. Bei Ablehnung des beantragten Eilrechtsschutzes (und späterem Erfolg einer Verfassungsbeschwerde) könnte der Antragsteller die geplante Versammlung nicht durchführen. Da es sich um eine in jährlichen Abständen immer wieder am Todestag von Rudolf Heß geplante Veranstaltung handele, sei der Nachteil für den Antragsteller geringer, als wenn es um eine Demonstration aus einem besonderen aktuellen und insofern unwiederbringlichen Anlass ginge. Könnte dagegen die Versammlung wie geplant stattfinden und erwiese sich eine Verfassungsbeschwerde später als unbegründet, wäre die Versammlung unter Verstoß gegen § 130 Abs. 4 StGB durchgeführt worden. Maßgebende Repräsentanten der politischen Parteien, auf deren Initiative § 130 Abs. 4 StGB geschaffen worden sei, hätten im Deutschen Bundestag mit Blick auf die vom Antragsteller konkret geplante Veranstaltung zum Ausdruck gebracht, dass sie in ihr eine Störung des öffentlichen Friedens erkennen, die sogar ein Eingreifen des Gesetzgebers durch Schaffung einer neuen Strafrechtsnorm erforderlich mache. Dies indiziere, dass den von der Versammlung ausgehenden Gefahren vom Deutschen Bundestag ein hohes Gewicht beigemessen werde. Das BVerfG lege diese Einschätzung des Gesetzgebers seiner Folgenabwägung zu Grunde mit dem Ergebnis, dass die einstweilige Anordnung nicht zur Abwehr schwerer Nachteile für den Antragsteller geboten sei.

Nachdem am späten Nachmittag des 17.08.2005, ausgerechnet am Todestag von Rudolf Heß, bekannt wurde, daß das Bundesverfassungsgericht wegen Zeitmangel das Verbot der Wunsiedel-Veranstaltung bestätigte, gab es im gesamten Bundesgebiet und darüber hinaus zahlreiche dezentrale Gedenk- und Protestveranstaltungen sowie Proteste gegen kurzfristig verbotene Veranstaltungen, die sich gegen das Wunsiedel-Verbot richteten. Insgesamt waren schätzungsweise 2.300 oder mehr Menschen auf der Straße, um dem System zu zeigen, daß die Nationale Opposition nicht gewillt ist, sich das grundgesetzlich verbriefte Recht auf Versammlungs- und Meinungsfreiheit nehmen zu lassen. An dieser Stelle soll nicht ausführlich berichtet, sondern eine allgemeine Übersicht über den Protest der letzten Tage gegeben werden. Ausführliche Berichterstattung übernehmen wie gewohnt freie Aktionsbüros, Infotelefone und Netzprojekte, auf die hier verwiesen wird. Gericht ebnet radikalen Putin-Gegnern den Weg

Die Anhänger des umstrittenen Schriftstellers Eduard Limonow jubeln: Wider Erwarten hat das Oberste Gericht in Moskau ein Verbot der radikalen nationalbolschewistischen Partei aufgehoben. Dessen Mitglieder kämpfen mit Saft und Mayonnaise, Plakaten und Rauchbomben gegen die Regierung.


Moskau - Das Urteil war für alle Beteiligten eine große Überraschung: "Noch wenige Minuten vor Beginn der Sitzung habe ich gedacht, dass wir keinerlei Hoffnung haben und die Chancen, unsere Klage durchzubekommen, gleich Null sind", erklärte Parteichef Limonow der liberalen "Nezawisimaja Gazeta". "Heute haben wir verstanden, dass nicht der Staat schlecht ist, sondern dass es Beamte gibt, die das Gesetz brechen", so der 62-Jährige. Limonows Anwalt Witalij Wariwoda sprach von einer "sensationellen" Entscheidung des Gerichts: "So etwas passiert nur äußerst selten, erst recht, wenn es um politische Fälle geht."

Der Oberste Gerichtshof Russlands hatte gestern das im Juni vom Gebietsgericht Moskau erlassene Verbot der Nationalbolschewistischen Partei (NBP) aufgehoben. Damit hätten die Richter sich von jenen distanziert, die eine Ein-Parteien-Landschaft und ein autoritäres Regime in Russland anstrebten, sagte Limonow dem Rundfunksender "Echo Moskvy".

Seit Putins Amtsantritt Ende 1999 sorgen die Mitglieder der NBP mit ungewöhnlichen Aktionen für Aufsehen. Erst Anfang Mai hatten sie am Roten Platz haushohe Plakate enthüllt, auf denen sie den russischen Präsidenten zum Rücktritt drängten. "Putin, geh selbst!", so die unmissverständliche Forderung der Oppositionellen. Und auch vor nonverbalen Attacken schrecken die Genossen nicht zurück: Den Trainer der russischen Nationalelf begossen sie mit Saft, den Vorsitzenden der Zentralen Russischen Wahlkommission (ZIK) besudelten sie mit Mayonnaise. Mitte Juni wurden die Aktivisten verdächtigt, einen Bombenanschlag auf einen Personenzug bei Moskau verübt zu haben. Limonow wies die Anschuldigungen indigniert zurück: Er kenne keine patriotische Gruppe, der eine derart absurde Tat zuzutrauen sei.

"Regierung versteckt sich hinter Kinderleibern"

Geht es nach den Behörden, muss die Limonow-Truppe als gefährliche extremistische Gruppierung eingestuft werden. Eigenen Angaben zufolge verfügt die Gruppierung über 1500 eingetragene Mitglieder und 30.000 Anhänger. Und die wissen manchmal nicht so genau, an was sie eigentlich glauben sollen.

1991 gegründet, sorgte die Partei zunächst mit neo-nationalistischen Parolen und antisemitischer Grundhaltung für Wirbel. Limonow selbst ließ sich noch 1992 vom Vorsitzenden der Liberaldemokratischen Partei, Wladimir Schirinowski, für dessen sogenanntes Schattenkabinett aufstellen. 1996 unterstützte er dann die Wahl Boris Jelzins zum Präsidenten. Nach einer Phase linksradikaler Orientierung wirbt Limonow heute für eine "parlamentarische Republik" und wettert gegen eine revisionistische "Sowjetisierung der Gesellschaft". 2004 rief er Vertreter aller Parteien zum Wahlboykott auf.

Der Sohn eines Armee-Offiziers kritisiert Russlands Engagement in Tschetschenien ebenso wie das Versagen der Regierung beim Geiseldrama von Beslan, bei dem mindestens 130 Kinder ums Leben kamen: "Sie werden immer lügen und werden es immer vorziehen, sich hinter den Körpern von Kindern zu verstecken", so der Berufsrebell, der im Westen vor allem durch seinen Mitte der siebziger Jahre verfassten Exilanten-Roman "Fuck off America" (Originaltitel: "Ich bin's, Editschka") bekannt wurde.

"Ich habe den Glauben an unseren Staat wiedergewonnen", verkündet Limonow jetzt in pathetischer Übertreibung und freut sich über seinen zweiten Sieg vor einem russischen Gericht. Der Staatsanwaltschaft der Moskauer Umgebung war es bei einem vorausgegangenen Prozess nicht gelungen, der Gruppierung eine extremistische Tätigkeit nachzuweisen. Doch für überschwenglichen Jubel ist es zu früh: Die Generalstaatsanwaltschaft kündigte gestern an, gegen die jüngste Entscheidung des Obersten Gerichts Einspruch einzulegen.

In der Vergangenheit zeigte sich die Justiz wenig wohlwollend im Umgang mit den Protestlern der NBP. Von den lästigen Politaktionen des Bündnisses verstimmt, verurteilte ein Moskauer Gericht sieben "Limonowzy" zu je fünf Jahren Haft, weil sie das Gesundheitsministerium besetzt und Porträts von Putin auf die Straße geworfen hatten. Nachdem sie das Empfangsbüro der Kreml-Verwaltung blockiert hatten, müssen 39 inhaftierte Parteianhänger mit Haftstrafen von bis zu zehn Jahren rechnen - unter ihnen mehrere Minderjährige.

Chef-Agitator Limonow hofft jetzt, dass das zuständige Moskauer Stadtbezirksgericht sich bei der Beurteilung seiner Getreuen an dem gestrigen Urteil des Obersten Gerichts orientieren wird. Der NBP-Führer selbst war im Sommer 2001 wegen Waffenankaufs und -besitzes zu einer vierjährigen Haftstrafe verurteilt worden. Wegen guter Führung entließ man ihn bereits 2003.

Dass der alltägliche Kampf der bolschewistischen Genossen unvermindert weitergeht, bezeugt ein Vorfall am Rande der Urteilsverkündung. Wie "Echo Moskvy" heute berichtet, wurden noch am Abend sechs Anhänger der Jugendorganisation auf der Moskauer Beloretschenskaja-Straße überfallen. 30 Unbekannte sollen sich mit Baseballschlägern und Bierflaschen auf die Parteimitglieder gestürzt und einige von ihnen schwer verletzt haben, sagte NBP-Pressesprecher Alexander Awerin dem Sender. Er vermutet, dass es sich bei den Schlägern um Mitglieder der von der Kreml-Administration unterstützen Jugendbewegung "Naschi" ("Die Unsrigen") gehandelt habe. Die hätten auf diese Weise ihrem Ärger über die Entscheidung des Obersten Gerichts Luft machen wollen.

Ein weiteres Problem der Nationalbolschewiken: Die NBP firmiert offiziell nur unter dem Begriff "überregionale gesellschaftliche Organisation". Um sich in Russland als Partei eintragen lassen zu können, bedarf es einer Mitgliederstärke von mindestens 50.000 sowie der Einrichtung von Regionalbüros an mindestens 45 Orten der Föderation. Diese Voraussetzungen will Limonow bis Ende 2005 geschaffen haben. Man lasse sich den Weg zum Wähler nicht von den Behörden abschneiden, erklärte er im Interview mit der "Iswestija". Auch seien die Repressionen gegen seine Organisation mit dem Urteil keineswegs vorbei: "Es ist immer ein Kampf, an vielen Fronten."

Officer Says Military Blocked Sharing of Files on Terrorists

WASHINGTON, Aug. 16 - A military intelligence team repeatedly contacted the F.B.I. in 2000 to warn about the existence of an American-based terrorist cell that included the ringleader of the Sept. 11 attacks, according to a veteran Army intelligence officer who said he had now decided to risk his career by discussing the information publicly.

The officer, Lt. Col. Anthony Shaffer, said military lawyers later blocked the team from sharing any of its information with the bureau.

Colonel Shaffer said in an interview on Monday night that the small, highly classified intelligence program, known as Able Danger, had identified the terrorist ringleader, Mohamed Atta, and three other future hijackers by name by mid-2000, and tried to arrange a meeting that summer with agents of the Washington field office of the Federal Bureau of Investigation to share its information.

But he said military lawyers forced members of the intelligence program to cancel three scheduled meetings with the F.B.I. at the last minute, which left the bureau without information that Colonel Shaffer said might have led to Mr. Atta and the other terrorists while the Sept. 11 attacks were still being planned.

"I was at the point of near insubordination over the fact that this was something important, that this was something that should have been pursued," Colonel Shaffer said of his efforts to get the evidence from the intelligence program to the F.B.I. in 2000 and early 2001.

He said he learned later that lawyers associated with the Special Operations Command of the Defense Department had canceled the F.B.I. meetings because they feared controversy if Able Danger was portrayed as a military operation that had violated the privacy of civilians who were legally in the United States.

"It was because of the chain of command saying we're not going to pass on information - if something goes wrong, we'll get blamed," he said.

The Defense Department did not dispute the account from Colonel Shaffer, a 42-year-old native of Kansas City, Mo., who is the first military officer associated with the program to acknowledge his role publicly.

At the same time, the department said in a statement that it was "working to gain more clarity on this issue" and that "it's too early to comment on findings related to the program identified as Able Danger." The F.B.I. referred calls about Colonel Shaffer to the Pentagon.

The account from Colonel Shaffer, a reservist who is also working part time for the Pentagon, corroborates much of the information that the Sept. 11 commission has acknowledged it received about Able Danger last July from a Navy captain who was also involved with the program but whose name has not been made public. In a statement issued last week, the leaders of the commission said the panel had concluded that the intelligence program "did not turn out to be historically significant."

The statement said that while the commission did learn about Able Danger in 2003 and immediately requested Pentagon files about it, none of the documents turned over by the Defense Department referred to Mr. Atta or any of the other hijackers.

Colonel Shaffer said that his role in Able Danger was as liaison with the Defense Intelligence Agency in Washington, and that he was not an intelligence analyst. The interview with Colonel Shaffer on Monday was arranged for The New York Times and Fox News by Representative Curt Weldon, the Pennsylvania Republican who is vice chairman of the House Armed Services Committee and a champion of data-mining programs like Able Danger.

Colonel Shaffer's lawyer, Mark Zaid, said in an interview that he was concerned that Colonel Shaffer was facing retaliation from the Defense Department, first for having talked to the Sept. 11 commission staff in October 2003 and now for talking with news organizations.

Mr. Zaid said that Colonel Shaffer's security clearance was suspended last year because of what the lawyer said were a series of "petty allegations" involving $67 in personal charges on a military cellphone. He said that despite the disciplinary action, Colonel Shaffer had been promoted this year from major.

Colonel Shaffer said he had decided to allow his name to be used in part because of his frustration with the statement issued last week by the commission leaders, Thomas H. Kean and Lee H. Hamilton.

The commission said in its final report last year that American intelligence agencies had not identified Mr. Atta as a terrorist before Sept. 11, 2001, when he flew an American Airlines jet into one of the World Trade Center towers in New York.

A commission spokesman did not return repeated phone calls on Tuesday for comment. A Democratic member of the commission, Richard Ben-Veniste, the former Watergate prosecutor, said in an interview on Tuesday that while he could not judge the credibility of the information from Colonel Shaffer and others, the Pentagon needed to "provide a clear and comprehensive explanation regarding what information it had in its possession regarding Mr. Atta."

"And if these assertions are credible," Mr. Ben-Veniste continued, "the Pentagon would need to explain why it was that the 9/11 commissioners were not provided this information despite requests for all information regarding Able Danger."

Colonel Shaffer said he had provided information about Able Danger and its identification of Mr. Atta in a private meeting in October 2003 with members of the Sept. 11 commission staff when they visited Afghanistan, where he was then serving. Commission members have disputed that, saying that they do not recall hearing Mr. Atta's name during the briefing and that the name did not appear in documents about Able Danger that were later turned over by the Pentagon.

"I would implore the 9/11 commission to support a follow-on investigation to ascertain what the real truth is," Colonel Shaffer said in the interview this week. "I do believe the 9/11 commission should have done that job: figuring out what went wrong with Able Danger."

"This was a good news story because, before 9/11, you had an element of the military - our unit - which was actually out looking for Al Qaeda," he continued. "I can't believe the 9/11 commission would somehow believe that the historical value was not relevant."

Colonel Shaffer said that because he was not an intelligence analyst, he was not involved in the details of the procedures used in Able Danger to glean information from terrorist databases, nor was he aware of which databases had supplied the information that might have led to the name of Mr. Atta or other terrorists so long before the Sept. 11 attacks.

But he said he did know that Able Danger had made use of publicly available information from government immigration agencies, from Internet sites and from paid search engines like LexisNexis.

Russia & China will Launch Intercontiental Ballistic Missles during training exercise

MOSCOW, August 15 (RIA Novosti) - An exercise involving long-range flights and cruise missile firing will start Tuesday, Russian Defense Minister Sergei Ivanov said at a Cabinet meeting attended by President Vladimir Putin.

"A major Northern Fleet exercise will start Wednesday, involving intercontinental ballistic missile launches, along with preparations for aircraft carrier Admiral Kuznetsov's voyage across the Atlantic which will take few months," Ivanov said.

The minister said that preparations for joint Russian-Chinese maneuvers would begin August 18. The exercises are in three stages. During the first stage (August 18-19), Russian and Chinese Chiefs of General Staffs will meet in Vladivostok to discuss security in the Far East. During the second stage (August 20-22) the defense ministers of the two countries will meet in China to finally approve a training program for the exercise. During the third stage (August 23-25), training exercises will be carried out in the Yellow Sea.

Up to 1,800 Russian and 8,000 Chinese military are expected to take part in the maneuvers.

Russia will deploy 11 aircraft (including the SU-24 and SU-27 fighters, IL-76 and IL-78 transport planes, and TU-95 and TU-22 long-range bombers), a group of ships from the Pacific Fleet, and a company of marines.

In late August, CIS firing practice will take place in Ashuluka, Astrakhan Region (near the Caspian Sea).

A group consisting of Russian special forces and airborne forces are scheduled to start preparations for joint Russian-Uzbek training on an Uzbek mountain range, Ivanov said.

WORLD LEADERS MEET SECRETLY IN SONOMA VALLEY, CA.

While most of the country is on vacation and preparing for school, 2500 world leaders meet in secret near the Russian River in Sonoma Valley, California. This 2700 acre retreat is called the Bohemian Grove. It was founded in 1872 and its main use is a yearly gathering of the elite all male San Francisco Club. Other groups include Pacific-Union and Olympic Clubs. The membership includes every Republican President and some Democrats since 1923. Cabinet officials, CEO’s of large corporations plus media moguls and leaders of major financial institutions including the Federal Reserve are all invited.

Among the most prestigious members are President George W. Bush, his dad, Henry Kissinger, George Shultz, S.D. Bechtel, J.R. Thomas Watson, Jr. (IBM), Phillips Hawley (B of A), William Casey (CIA), and Ralph Bailey (Dupont), A.W. Clausen (World Bank), Walter Cronkite and William F. Buckley.

Many from the Bush administration such as Tom Ridge, Colin Powell, and Donald Rumsfield have been seen entering the grove. Let’s not forget Bill Clinton and Arnold Schwartneggar. Rumors have it that Prince Charles and Arafat have been on the guest list.

I have always been very leery of secret societies and bizarre rituals that grown men do but this one takes the cake. The first of three satanic ceremonies occurs on opening night with hundreds of participants. This event is called “Cremation of Care” and includes “high priests”, pallbearers in bright red hoods and flowing robes. They carry a coffin with a skeleton which is burned representing the killing of the “Cares of the World”. All this occurs at the feet of a giant size owl.

This bizarre ritual can be seen on a video made by Alex Jones who broke into the camp. Others through the years have tried to sneak into satisfy their curiosity. As with Skull and Bones, what happens here is too secret for discussion.

Several slips ups have occurred. Allegedly Nixon was once recorded as saying he attended and that it was the most “faggy” place one could imagine. Rumsfield once spoke of it in a speech that he gave at the Hudson Institute.

One thing we know for sure. The media has helped in the secrecy. Since 1872 there has been very little reported on the Bohemian Grove. Yet every year there are hundreds of protesters and spies to see who enters.

As much as these world leaders want to keep it a secret event, this is too hard to hide. The employees of the grove have said that no verbal description can accurately portray the bizarre behavior of the Grove’s inhabitants.

A New York Post story reports that the guests are being waited on by famous gays. Other news outlets report of male prostitutes serving the campers.

Beside Druid like rituals, policy speeches are regularly made by members and guests. Major decisions such as the Manhattan Project and who our presidential candidates will be occur during this two week no fly zone.

I interviewed Elizabeth Stinson and Susan Lament, residents of the area, who have been protesting for many years. They keep a vigil of who enters The Grove. They hear all the rumors of what goes on there. They know that policy made there is not for public consumption.

The word “Bohemian” means “one who leads a loose and unsettled life”. In the witchcraft books, an owl represents wisdom and death. In the scriptures God called for all the groves to be cut down because of what took place in them. The most notorious events that took place in groves involve sodomy.

Deuteronomy 12:3 "And ye shall overthrow their alters, and break their pillars, and burn their groves with fire; and ye shall hew down the graven images of their gods, and destroy the names of them out of that place."

It is hard to imagine that our leaders and leaders from around the world participate in such bizarre rituals. Thank goodness for news outlets like NewsWithViews.com which get this information out to the public so you can connect the dots.

Historian links Germany's new Left Party to Nazis

BERLIN - Germany's new Left Party, which polls show will win 12 per cent next month's general election, draws on a concept of 'National Socialism' from the Nazi era, a prominent German historian alleged on Wednesday.
"This is not an accident - it's intentional," said Goetz Aly who recently published a book arguing that Hitler's Nazis won allegiance by creating a huge social welfare state funded by property stolen from the Jews and people in Third Reich-occupied Europe.
A leader of the Left Party, a rebel former Social Democratic (SPD) chairman Oscar Lafontaine, said in a speech last month that German workers had to be protected to prevent foreigners stealing their jobs.
"The state is obligated to prevent family fathers and women from becoming unemployed because 'Fremdarbeiter' (foreign workers) are taking away their jobs by working for low wages," said Lafontaine at a rally in the eastern German city of Chemnitz near the Czech border.
Germany's Brockhaus dictionary says the term 'Fremdarbeiter' is a Nazi expression used to describe foreign and often slave labour brought to Germany during World War II.
"In Lafontaine's propaganda of the past weeks, elements of the National Socialist concept can very clearly be recognised," said Aly in a Handelsblatt newspaper interview.
He added that angry reactions of the right-wing extremist National Democratic Party of Germany (NPD) showed the far-right now viewed the Left Party as serious competiton.
The newly-founded Left Party is a merger of former East Germany's neo-communists and a smaller western German movement, the WASG.
Aly noted that many of Germany's tax loopholes and social welfare policies originated under the Nazis.
For example, the fiercely defended tax-free status of bonus pay for work on Sundays, holidays and night shifts dates back to 1940 - and was imposed after the Nazi invasion of France, he said.
"Because National Socialism under Hitler was a continuation of German social welfare policy, big chunks of it were taken over by the successor states (West Germany and East Germany), cleansed of racist elements and then further developed," said Aly.
Aly said that Germans for the past century had repeatedly demanded social and financial equality.
"In our national history one can unfortunately see again and again that Germans - in case of doubt - always give up freedom in favour of equality," he said.
Polls show the Left Party at around 12 per cent, meaning it is almost certain to win parliamentary seats in Germany's September 18 election. Under German election law a party must get at least 5 per cent of the vote to enter the Bundestag.
German Chancellor Gerhard Schroeder, whose SPD badly trails conservative opposition challenger Angela Merkel, has ruled out any coalition with the Left Party.
Schroeder is said to detest Lafontaine who quit as SPD leader and as German finance minister in 1999 amid complaints that the Chancellor was not a team player and refused to listen to his views.
Earlier this year Lafontaine quit the SPD and joined the WASG.

Jahrelang träumten die Nazis davon, die USA anzugreifen. Langstreckenwaffen sollten Tod und Verderben über die Metropolen der US-Ostküste bringen. Die Ideen der deutschen Ingenieure wurden nie umgesetzt, aber nach dem Krieg von der US Air Force und der Nasa recycelt.

Als die Sowjets im August 1957 die weltweit erste Interkontinentalrakete SS-6 starteten und sechs Wochen später damit sogar den Sputnik-Satelliten in den Orbit schossen, traf die Amerikaner ein Schock. Denn die UdSSR hatte eine technische Bedrohung realisiert, die den USA bereits bekannt war - allerdings nur als Theorie: Im Zweiten Weltkrieg hatten deutsche Ingenieure im Auftrag Hitlers an Fernraketen geforscht. Im Fadenkreuz des V2-Nachfolgeprojekts: New York und Washington.

Hauptaufgabe des geheimen Raketenprogramms unter Wernher von Braun auf der Ostseeinsel Usedom war die Entwicklung und Produktion der einstufigen V2-Rakete. Flüssigsauerstoff und Alkohol aus der heimischen Kartoffelproduktion bildeten den Treibstoff, der die zwölf Meter lange "Vergeltungswaffe" auf vierfache Schallgeschwindigkeit beschleunigte. In ihrer Spitze trug sie eine Tonne Sprengstoff in bis zu 300 Kilometer entfernte Ziele. Vor allem die Bewohner von London und Antwerpen waren im Visier der Überschall-Rakete, gegen die es keine Vorwarnung gab.

Pläne für den Angriff auf Amerika

Doch die Überlegungen in den Konstruktionsbüros gingen bereits ab 1940 über das "Aggregat 4", so die ursprüngliche Bezeichnung der V2, hinaus. Mit der "A9/A10" erschien erstmals eine zweistufige Interkontinental-Rakete auf den Reißbrettern der deutschen Konstrukteure. Die erste Stufe sollte rund eine Minute brennen und das Geschoss auf Schallgeschwindigkeit beschleunigen. Die Ingenieure wollten dann die zweite, geflügelte Stufe zünden, die eine Gipfelhöhe von 350 Kilometern erreichen sollte. In einem langgestreckten Gleitflug sollte sie in 35 Minuten die 5000 Kilometer bis zu den amerikanischen Ostküstenstädten überbrücken.

Unzählige Flugbahnen waren durch unseren hervorragenden Flugmechaniker durchgerechnet worden", notiert der Peenemünder Kommandeur Walter Dornberger in seinen Memoiren. "Die Steuerungsverfahren waren untersucht und die Entwicklung der Geräte begonnen worden."

Aber schon die technisch einfachere V2 war zu dieser Zeit nicht völlig ausgereift, und zu viel knappe Kapazität war im A9/A10-Projekt gebunden. Deshalb wurde die "Amerikarakete" ab 1942 auf Eis gelegt. Lediglich in den letzten Kriegsmonaten konnten noch zwei Exemplare der zweiten Stufe getestet werden.

Mit dem Kriegsende drehte sich der Wind. Braun und über hundert seiner Ingenieure traten bereits 1945 in amerikanischen Dienst und entwickelten für das Militär in den folgenden Jahren aus der V2 die Redstone-Rakete. Nach dem Sputnik-Schock eilig modifiziert, brachte sie knapp vier Monate nach den Sowjets den ersten US-Satelliten "Explorer-1" ins All. Auch Dornberger, der die Amerikarakete später gern zu einem zivilen Transportmittel umdeutete, heuerte nach dem Krieg bei der US-Luftwaffe an.

Revolutionäres aus der Lüneburger Heide

Auch weit abseits von Peenemünde gediehen revolutionäre Entwürfe, die erst weit in der Zukunft ihre volle Wirkung entfalten sollten. In der Lüneburger Heide und später im bayrischen Ainring entwarf Eugen Sänger ab 1937 bahnbrechende Konzepte für Raketenflugzeuge. Der Raumfahrtpionier war überzeugt, der Königsweg ins All führe über den Raumgleiter - ein Zulieferer künftiger Orbitalstationen, der aus dem Flugzeug weiterentwickelt werden sollte. Dafür entwarf Sänger ein "luftatmendes Staustrahltriebwerk".

Doch im Krieg war kein Platz für Träume von friedlicher Weltraumforschung: Aus Sängers Gleiter- wurde ein Fernbomber-Konzept. Das 100 Tonnen schwere Flugobjekt wurde liebevoll "Silbervogel" getauft. Sängers Berechnungen zufolge war der nötige Sauerstoff aus komprimierter Luft im Eingang des Triebwerks abzuzweigen. Verglichen mit von Brauns V2 ein vorteilhaftes Konzept, denn die V2 musste sämtlichen Sauerstoff auf Kosten der Nutzlast mit sich schleppen.

Mit 15 Metern Spannweite und 28 Metern Länge sollte der Bomber auf einem Raketenschlitten auf Überschalltempo katapultiert werden und nach dem Abheben eine Höhe von 300 Kilometern erreichen. Als Endgeschwindigkeit schwebte Sänger mehr als 20-fache Schallgeschwindigkeit vor - ein Wert, den bis heute kein Flugzeug erreicht hat.

Beim Zurückgleiten sollte das Fluggerät auf den dichteren Luftschichten wie ein flach über das Wasser springender Stein mehrfach abprallen. So sollte der "Silbervogel"-Pilot fast vier Tonnen Bombenfracht jenseits des Atlantiks abwerfen und bis zu einem sicheren Flughafen hüpfen können.

Neben detaillierten theoretischen Arbeiten erprobte Sänger Modellversionen des "Silbervogel"-Antriebs auch in der Praxis. Bei Flugversuchen montierte er das Triebwerk Huckepack auf einem Propellerflugzeug. Die starke Triebwerkshitze soll Teile der Flugzeughaut geschmolzen haben.

Am Kriegsende war der Silbervogel noch weit davon entfernt, sein Nest zu verlassen. Sängers Arbeit inspirierte jedoch später den Bau amerikanischer Raketenflugzeuge wie der berühmten X-15 und X-20. Zu friedlichen Zwecken mochten auch die Amerikaner Sängers Entwürfe nicht nutzen: Die X-20, später auch "Dyna Soar" genannt, sollte in einer suborbitalen Bahn die UdSSR überfliegen - und Wasserstoffbomben abwerfen können.

Get Ready for World War III

-- -- With every poll showing majorities of Americans both fed up with Bush’s war against Iraq and convinced that Bush’s invasion of Iraq has made Americans less safe, the White House moron proposes to start another war by attacking Iran. VP Cheney has already ordered the US Strategic Command to come up with plans to strike Iran with tactical nuclear weapons.

Bush refuses to meet with Cindy Sheehan, instead using his vacation time at the Crawford ranch to talk war with Israeli television. In a recent interview with Israeli TV, Bush said: "All options are on the table" with regard to Iran.

Israel’s Likud government is Bush’s last remaining ally in his war against "Islamic terrorism." Israel, which is loaded with nuclear weapons and is not a signatory to the nuclear pacts, is the accuser against Iran, asserting that Iran’s nuclear energy program is just a veil behind which to produce weapons. Iran, however, has signed the nonproliferation pact and is willing for the International Atomic Energy Agency to monitor the nuclear energy program. 

Bush, however, dismisses all facts and assurances and is willing to attack Iran based on nothing but paranoia.

Bush can ignore the American public, because the Democrats, like the Tory Party in the UK, have completely collapsed as an opposition party. 

The only check on Bush is the lack of US troops. Bogged down in the Iraqi quagmire, US commanders are stating that a third rotation of our exhausted and demoralized troops in Iraq can be avoided only by troop withdrawals by next spring. 

However, on August 11 Bush nixed the military’s talk of reducing US troops in Iraq. The next day the commander of US logistics in Iraq announced that the number of insurgent attacks on US forces along supply routes has doubled in the last year, making it clear that far from winning, the US is not even holding its own.

Cindy Sheehan has the right question for Bush: What noble cause is being served by all this suffering and destruction? 

Bush is in hiding from Mrs. Sheehan, because he knows only ignoble causes are being served. According to the CIA, the main beneficiary of the war is Osama bin Laden’s recruitment drives. While America’s military recruitment falters and US generals announce that the war has broken the Reserves and National Guard, the cause of Islamic extremism basks in the Iraqi war. 

Gentle reader, do you realize the danger of having a president so disconnected from reality that he plots to attack Iran – a country three times the size of Iraq – when he lacks sufficient forces to occupy Baghdad and to protect the road from Baghdad to the airport? 

Despite all the high profile "sweeps" of US forces through insurgent strongholds, US commanders report a doubling of insurgent attacks. 

The Bush administration is insane. If the American people do not decapitate it by demanding Bush’s impeachment, the Bush administration will bring about Armageddon. This may please some Christian evangelicals conned by Rapture predictions, but World War III will please no one else.

War Is Not Far from Us and Is the Midwife of the Chinese Century

Leading CCP official argues for exterminating U.S. population

The following is a transcript of a speech believed to have been given by Mr. Chi Haotian, Minster of Defense and vice-chairman of China’s Central Military Commission. Independently verifying the authorship of the speech is not possible. It is worth reading because it is believed to set out the CCP’s strategy for the development of China. The speech argues for the necessity of China using biological warfare to depopulate the United States and prepare it for a future massive Chinese colonization. “The War Is Not Far from Us and Is the Midwife of the Chinese Century” was published on February 15, 2005 on www.peacehall.com and was published on www.boxun.com on April 23, 2005. Comrades,

I’m very excited today, because the large-scale online survey sina.com that was done for us showed that our next generation is quite promising and our Party’s cause will be carried on. In answering the question, “Will you shoot at women, children and prisoners of war,” more than 80 percent of the respondents answered in the affirmative, exceeding by far our expectations [1].

Today I’d like to focus on why we asked sina.com to conduct this online survey among our people. My speech today is a sequel to my speech last time [2], during which I started with a discussion of the issue of the three islands [3], mentioned that 20 years of the idyllic theme of “peace and development” had come to an end, and concluded that modernization under the saber is the only option for China’s next phase. I also mentioned we have a vital stake overseas. Today, I’ll speak more specifically on these two issues.

The central issue of this survey appears to be whether one should shoot at women, children and prisoners of war, but its real significance goes far beyond that. Ostensibly, our intention is mainly to figure out what the Chinese people’s attitude towards war is: If these future soldiers do not hesitate to kill even non-combatants, they’ll naturally be doubly ready and ruthless in killing combatants. Therefore, the responses to the survey questions may reflect the general attitude people have towards war.

Actually, however, this is not our genuine intention. The purpose of the CCP Central Committee in conducting this survey is to probe people’s minds. We wanted to know: If China’s global development will necessitate massive deaths in enemy countries, will our people endorse that scenario? Will they be for or against it?

As everybody knows, the essence of Comrade Xiaoping’s [4] thinking is “development is the hard truth.” And Comrade Jintao [5] has also pointed out repeatedly and empathetically that “development is our top priority,” which should not be neglected for even a moment. But many comrades tend to understand “development” in its narrow sense, assuming it to be limited to domestic development. The fact is, our “development” refers to the great revitalization of the Chinese nation, which, of course, is not limited to the land we have now but also includes the whole world.

Why do we put it this way?

Both Comrade Liu Huaqing [6], one of the leaders of the old generation in our Party, and Comrade He Xin [7], a young strategist for our Party, have repeatedly stressed the theory regarding the shift of the center of world civilization. Our slogan of “revitalizing China” has this way of thinking as its basis. You may look into the newspapers and magazines published in recent years or go online to do some research to find out who raised the slogan of national revitalization first. It was Comrade He Xin. Do you know who He Xin is? He may look aggressive and despicable when he speaks in public, with his sleeves and pants all rolled up, but his historical vision is a treasure our Party should cherish.

In discussing this issue, let us start from the beginning.

As everybody knows, according to the views propagated by the Western scholars, humanity as a whole originated from one single mother in Africa. Therefore, no race can claim racial superiority. However, according to the research conducted by most Chinese scholars, the Chinese are different from other races on earth. We did not originate in Africa. Instead, we originated independently in the land of China. The Peking Man at Zhoukoudian that we are all familiar with represents a phase of our ancestors’ evolution. “The Project of Searching for the Origins of the Chinese Civilization” currently undertaken in our country is aimed at a more comprehensive and systematic research on the origin, process and development of the ancient Chinese civilization. We used to say, “Chinese civilization has had a history of five thousand years.” But now, many experts engaged in research in varied fields including archeology, ethnic cultures, and regional cultures have reached consensus that the new discoveries such as the Hongshan Culture in the Northeast, the Liangzhu Culture in Zhejiang province, the Jinsha Ruins in Sichuan province, and the Yongzhou Shun Emperor Cultural Site in Human province are all compelling evidence of the existence of China’s early civilizations, and they prove that China’s rice-growing agricultural history alone can be traced back as far as 8,000 to 10,000 years. This refutes the concept of “five thousand years of Chinese civilization.” Therefore, we can assert that we are the product of cultural roots of more than a million years, civilization and progress of more than ten thousand years, an ancient nation of five thousand years, and a single Chinese entity of two thousand years. This is the Chinese nation that calls itself, “descendents of Yan and Huang,” the Chinese nation that we are so proud of. Hitler’s Germany had once bragged that the German race was the most superior race on Earth, but the fact is, our nation is far superior to the Germans.

During our long history, our people have disseminated throughout the Americas and the regions along the Pacific Rim, and they became Indians in the Americas and the East Asian ethnic groups in the South Pacific.

We all know that on account of our national superiority, during the thriving and prosperous Tang Dynasty our civilization was at the peak of the world. We were the center of the world civilization, and no other civilization in the world was comparable to ours. Later on, because of our complacency, narrow-mindedness, and the self-enclosure of our own country, we were surpassed by Western civilization, and the center of the world shifted to the West.

In reviewing history, one may ask: Will the center of the world civilization shift back to China?

Comrade He Xin put it in his report to the Central Committee in 1988: If the fact is that the center of leadership of the world was located in Europe as of the 18th Century, and later shifted to the United States in the mid 20th Century, then in the 21st Century the center of leadership of the world will shift to the East of our planet. And, “the East” of course mainly refers to China.

Actually, Comrade Liu Huaqing made similar points in early 1980s. Based on an historical analysis, he pointed out that the center of world civilization is shifting. It shifted from the East to Western Europe and later to the United States; now it is shifting back to the East. Therefore, if we refer to the 19th Century as the British Century, and the 20th century as the American Century, then the 21st Century will be the Chinese Century.

To understand conscientiously this historical law and to be prepared to greet the advent of the Chinese Century is the historical mission of our Party. As we all know, at the end of the last century, we built the Altar to the Chinese Century in Beijing. At the very moment of the arrival of the new millennium, the collective leadership of the Party Central Committee gathered there for a rally, upholding the torches of Zhoukoudian, to pledge themselves to get ready to greet the arrival of the Chinese Century. We were doing this to follow the historical law and setting the realization of the Chinese Century as the goal of our Party’s endeavors.

Later, in the political report of our Party’s Sixteenth National Congress, we established that the national revitalization be our great objective and explicitly specified in our new Party Constitution that our Party is the pioneer of the Chinese people. All these steps marked a major development in Marxism, reflecting our Party‘s courage and wisdom. As we all know, Marx and his followers have never referred to any communist party as a pioneer of a certain people; neither did they say that national revitalization could be used as a slogan of a communist party. Even Comrade Mao Zedong, a courageous national hero, only raised high the banner of “the global proletarian revolution,” but even he did not have the courage to give the loudest publicity to the slogan of national revitalization.

We must greet the arrival of the Chinese Century by raising high the banner of national revitalization. How should we fight for the realization of the Chinese Century? We must borrow the precious experiences in human history by taking advantage of the outstanding fruition of human civilization and drawing lessons from what happened to other ethnic groups.

The lessons include the collapse of communism in the former Soviet Union and Eastern Europe, as well as the defeats of Germany and Japan in the past. Recently there has been much discussion on the lessons of the collapse of communism in the former Soviet Union and Eastern European countries, so I will not dwell on them here. Today I’d like to talk about the lessons of Germany and Japan.

As we all know, Nazi Germany also placed much emphasis on the education of the people, especially the younger generation. The Nazi party and government organized and established various propaganda and educational institutions such as the “Guiding Bureau of National Propaganda,” “Department of National Education and Propaganda,” “Supervising Bureau of Worldview Study and Education,” and “Information Office,” all aimed at instilling into the people’s minds, from elementary schools to colleges, the idea that German people are superior, and convincing people that the historical mission of the Arian people is to become the “lords of earth” that “rule over the world.” Back then the German people were much more united than we are today.

Nonetheless, Germany was defeated in utter shame, along with its ally, Japan. Why? We reached some conclusions at the study meetings of the Politburo, in which we were searching for the laws that governed the vicissitudes of the big powers, and trying to analyze Germany and Japan’s rapid growth. When we decide to revitalize China based on the German model, we must not repeat the mistakes they made.

Specifically, the following are the fundamental causes for their defeat: First, they had too many enemies all at once, as they did not adhere to the principle of eliminating enemies one at a time; second, they were too impetuous, lacking the patience and perseverance required for great accomplishments; third, when the time came for them to be ruthless, they turned out to be too soft, therefore leaving troubles that resurfaced later on.

Let’s presume that back then Germany and Japan had been able to keep the United States neutral and had fought a protracted war step by step on the Soviet front. If they had adopted this approach, gained some time to advance their research, eventually succeeded in obtaining the technology of nuclear weapons and missiles, and launched surprise attacks against the United States and the Soviet Union using them, then the United States and the Soviet Union would not have been able to defend themselves and would have had to surrender. Little Japan, in particular, made an egregious mistake in launching the sneak strike at Pearl Harbor. This attack did not hit the vital parts of the United States. Instead it dragged the United States into the war, into the ranks of the gravediggers that eventually buried the German and Japanese fascists.

Of course, if they had not made these three mistakes and won the war, history would have been written in a different fashion. If that had been the case, China would not be in our hands. Japan might have relocated their capital to China and ruled over China. Afterwards, China and the whole of Asia under Japan’s command would have brought into full play the oriental wisdom, conquered the West ruled by Germany and unified the whole world. This is irrelevant, of course. No more digressions.

So, the fundamental reason for the defeats of Germany and Japan is that history did not arrange them to be the “lords of the earth,” for they are, after all, not the most superior race.

Ostensibly, in comparison, today’s China is alarmingly similar to Germany back then. Both of them regard themselves as the most superior races; both of them have a history of being exploited by foreign powers and are therefore vindictive; both of them have the tradition of worshipping their own authorities; both of them feel that they have seriously insufficient living space; both of them raise high the two banners of nationalism and socialism and label themselves as “national socialism”; both of them worship “one state, one party, one leader, and one doctrine.”

And yet, if we really are to make a comparison between Germany and China, then, as Comrade Jiang Zemin put it, Germany belongs to “pediatrics”–too trivial to be compared. How large is Germany’s population? How big is its territory? And how long is its history? We eliminated eight million Nationalist troops in only three years. How many enemies did Germany kill? They were in power for a transient period of little more than a dozen years before they perished, while we are still energetic after being around for more than eighty years. Our theory of the shifting center of civilization is of course more profound than the Hitler’s theory of “the lords of the earth.” Our civilization is profound and broad, which has determined that we are so much wiser than they were.

Our Chinese people are wiser than the Germans because, fundamentally, our race is superior to theirs. As a result, we have a longer history, more people, and larger land area. On this basis, our ancestors left us with the two most essential heritages, which are atheism and great unity. It was Confucius, the founder of our Chinese culture, who gave us these heritages.

These two heritages determined that we have a stronger ability to survive than the West. That is why the Chinese race has been able to prosper for so long. We are destined “not to be buried by either heaven or earth” no matter how severe the natural, man-made, and national disasters. This is our advantage.

Take response to war as an example. The reason that the United States remains today is that it has never seen war on its mainland. Once its enemies aim at the mainland, they enemies would have already reached Washington before its congress finishes debating and authorizes the president to declare war. But for us, we don’t waste time on these trivial things. Comrade Deng Xiaoping once said, “The Party’s leadership is prompt in making decisions. Once a decision is made, it is immediately implemented. There’s no wasting time on trivial things like in capitalist countries. This is our advantage.” Our Party’s democratic centralism is built on the tradition of great unity. Although fascist Germany also stressed high-level centralism, they only focused on the power of the country’s executive, but ignored the collective leadership of the central group. That’s why Hitler was betrayed by many later in his life, which fundamentally depleted the Nazis of their war capacity.

What makes us different from Germany is that we are complete atheists, while Germany was primarily a Catholic and Protestant country. Hitler was only half atheist. Although Hitler also believed that ordinary citizens had low intelligence, and that leaders should therefore make decisions, and although German people worshipped Hitler back then, Germany did not have the tradition of worshipping sages on a broad basis. Our Chinese society has always worshipped sages, and that is because we don’t worship any god. Once you worship a god, you can’t worship a person at the same time, unless you recognize the person as the god’s representative like they do in Middle Eastern countries. On the other hand, once you recognize a person as a sage, of course you will want him to be your leader, instead of monitoring and choosing him. This is the foundation of our democratic centralism.

The bottom line is, only China, not Germany, is a reliable force in resisting the Western parliament-based democratic system. Hitler’s dictatorship in Germany was perhaps but a momentary mistake in history.

Maybe you have now come to understand why we recently decided to further promulgate atheism. If we let theology from the West into China and empty us from the inside, if we let all Chinese people listen to God and follow God, who will obediently listen to us and follow us? If the common people don’t believe Comrade Hu Jintao is a qualified leader, question his authority, and want to monitor him, if the religious followers in our society question why we are leading God in churches, can our Party continue to rule China?

Germany’s dream to be the “lord of the earth” failed, because ultimately, history did not bestow this great mission upon them. But the three lessons Germany learned from experience are what we ought to remember as we complete our historic mission and revitalize our race. The three lessons are: Firmly grasp the country’s living space, firmly grasp the Party’s control over the nation, and firmly grasp the general direction toward becoming the “lord of the earth.”

Next, I’d like to address these three issues.

The first issue is living space. This is the biggest focus of the revitalization of the Chinese race. In my last speech, I said that the fight over basic living resources (including land and ocean) is the source of the vast majority of wars in history. This may change in the information age, but not fundamentally. Our per capita resources are much less than those of Germany’s back then. In addition, economic development in the last twenty-plus years had a negative impact, and climates are rapidly changing for the worse. Our resources are in very short supply. The environment is severely polluted, especially that of soil, water, and air. Not only our ability to sustain and develop our race, but even its survival is gravely threatened, to a degree much greater than faced Germany back then.

Anybody who has been to Western countries knows that their living space is much better than ours. They have forests alongside the highways, while we hardly have any trees by our streets. Their sky is often blue with white clouds, while our sky is covered with a layer of dark haze. Their tap water is clean enough for drinking, while even our ground water is so polluted that it can’t be drunk without filtering. They have few people in the streets, and two or three people can occupy a small residential building; in contrast, our streets are always crawling with people, and several people have to share one room.

Many years ago, there was a book titled Yellow Catastrophes. It said that, due to our following the American style of consumption, our limited resources would no longer support the population and society would collapse, once our population reaches 1.3 billion. Now our population has already exceeded this limit, and we are now relying on imports to sustain our nation. It’s not that we haven’t paid attention to this issue. The Ministry of Land Resources is specialized in this issue.

But the term “living space” (lebensraum) is too closely related to Nazi Germany. The reason we don’t want to discuss this too openly is to avoid the West’s association of us with Nazi Germany, which could in turn reinforce the view that China is a threat. Therefore, in our emphasis on He Xin’s new theory, “Human rights are just living rights,” we only talk about “living,” but not “space,” so as to avoid using the term “living space.” From the perspective of history, the reason that China is faced with the issue of living space is because Western countries have developed ahead of Eastern countries. Western countries established colonies all around the world, therefore giving themselves an advantage on the issue of living space. To solve this problem, we must lead the Chinese people outside of China, so that they could develop outside of China.

The second issue is our focus on the leadership capacity of the ruling party. We’ve done better on this than their party. Although the Nazis spread their power to every aspect of the German national government, they did not stress their absolute leadership position like we have. They did not take the issue of managing the power of the party as first priority, which we have. When Comrade Mao Zedong summarized the “three treasures” of our party’s victory in conquering the country, he considered the most important “treasure” to be developing the Chinese Communist Party (CCP) and strengthening its leadership position.

We have to focus on two points to fortify our leadership position and improve our leadership capacity.

The first is to promote the “Three Represents” theory [8], stressing that our Party is the pioneer of the Chinese race, in addition to being the pioneer of the proletariat. Many citizens say in private, “We never voted for you, the Communist Party, to represent us. How can you claim to be our representatives?”

There’s no need to worry about this issue. Comrade Mao Zedong said that if we could lead our allies to victory and make them benefit, they would support us. Therefore, as long as we can lead the Chinese people outside of China, resolving the lack of living space in China, the Chinese people will support us. At that time, we don’t have to worry about the labels of “totalitarianism” or “dictatorship.” Whether we can forever represent the Chinese people depends on whether we can succeed in leading the Chinese people out of China.

The second point, whether we can lead the Chinese people out of China, is the most important determinant of the CCP’s leadership position.

Why do I say this?

Everyone knows that without the leadership of our Party, China would not exist today. Therefore, our highest principle is to forever protect our Party’s leadership position. Before June 4, we realized vaguely that as long as China’s economy is developed, people would support and love the Communist Party. Therefore we had to use several decades of peacetime to develop China’s economy. No matter what -isms, whether it is a white cat or a black cat, it is a good cat if it can develop China’s economy. But at that time, we did not have mature ideas about how China would deal with international disputes after its economy is developed.

Comrade Xiaoping said then that the main themes in the world were peace and development. But the June 4 riot gave our Party a warning and gave us a lesson that is still fresh. The pressure of China’s peaceful evolution makes us reconsider the main themes of our time. We see that neither of these two issues, peace and development, have been resolved. The western oppositional forces always change the world according to their own visions; they want to change China and use peaceful evolution to overturn the leadership of our Communist Party. Therefore, if we only develop the economy, we still face the possibility of losing control.

That June 4 riot almost succeeded in bringing a peaceful transition; if it were not for the fact that a large number of veteran comrades were still alive and at a crucial moment they removed Zhao Ziyang and his followers, then we all would have been put in prison. After death we would have been too ashamed to report to Marx. Although we have passed the test of June 4, after our group of senior comrades pass away, without our control, peaceful evolution may still come to China like it did to the former Soviet Union. In 1956, they suppressed the Hungarian Incident and defeated the attacks by Tito’s revisionists of Yugoslavia, but they could not withstand Gorbachev thirty some years later. Once those pioneering senior comrades died, the power of the Communist Party was taken away by peaceful evolution.

After the June 4 riot was suppressed, we have been thinking about how to prevent China from peaceful evolution and how to maintain the Communist Party’s leadership. We thought it over and over but did not come up with any good ideas. If we do not have good ideas, China will inevitably change peacefully, and we will all become criminals in history. After some deep pondering, we finally come to this conclusion: Only by turning our developed national strength into the force of a fist striking outward–only by leading people to go out –can we win forever the Chinese people’s support and love for the Communist Party. Our Party will then stand on invincible ground, and the Chinese people will have to depend on the Communist Party. They will forever follow the Communist Party with their hearts and minds, as was written in a couplet frequently seen in the countryside some years ago: “Listen to Chairman Mao, Follow the Communist Party!” Therefore, the June 4 riot made us realize that we must combine economic development with preparation for war and leading the people to go out! Therefore, since then, our national defense policy has taken a 180 degree turn and we have since emphasized more and more “combining peace and war.” Our economic development is all about preparing for the need of war! Publicly we still emphasize economic development as our center, but in reality, economic development has war as its center! We have made a tremendous effort to construct “The Great Wall Project” to build up, along our coastal and land frontiers as well as around large and medium-sized cities, a solid underground “Great Wall” that can withstand a nuclear war. We are also storing all necessary war materials. Therefore, we will not hesitate to fight a Third World War, so as to lead the people to go out and to ensure the Party’s leadership position. In any event, we, the CCP, will never step down from the stage of history! We’d rather have the whole world, or even the entire globe, share life and death with us than step down from the stage of history!!! Isn’t there a ‘nuclear bondage’ theory? It means that since nuclear weapons have bound the security of the entire world, all will die together if death is inevitable. In my view, there is another kind of bondage, and that is, the fate our Party is tied up with that of the whole world. If we, the CCP, are finished, China will be finished, and the world will be finished.

Our Party’s historical mission is to lead the Chinese people to go out. If we take the long view, we will see that history led us on this path. First, China’s long history has resulted in the world’s largest population, including Chinese in China as well as overseas. Second, once we open our doors, the profit-seeking western capitalists will invest capital and technology in China to assist our development, so that they can occupy the biggest market in the world. Third, our numerous overseas Chinese help us create the most favorable environment for the introduction of foreign capital, foreign technology and advanced experience into China. Thus, it is guaranteed that our reform and open-door policy will achieve tremendous success. Fourth, China’s great economic expansion will inevitably lead to the shrinkage of per-capita living space for the Chinese people, and this will encourage China to turn outward in search for new living space. Fifth, China’s great economic expansion will inevitably come with a significant development in our military forces, creating conditions for our expansion overseas. Even since Napoleon’s time, the West has been has been alert for the possible awakening of the sleeping lion that is China. Now, the sleeping lion is standing up and advancing into the world, and has become unstoppable!

What is the third issue we should clinch firmly in order to accomplish our historical mission of national renaissance? It is to hold firmly onto the big “issue of America.”

Comrade Mao Zedong taught us that we must have a resolute and correct political orientation. What is our key, correct orientation? It is to solve the issue of America.

This appears to be shocking, but the logic is actually very simple.

Comrade He Xin put forward a very fundamental judgment that is very reasonable. He asserted in his report to the Party Central Committee: The renaissance of China is in fundamental conflict with the western strategic interest, and therefore will inevitably be obstructed by the western countries doing everything they can. So, only by breaking the blockade formed by the western countries headed by the United States can China grow and move towards the world!

Would the United States allow us to go out to gain new living space? First, if the United States is firm in blocking us, it is hard for us to do anything significant to Taiwan and some other countries! Second, even if we could snatch some land from Taiwan, Vietnam, India, or even Japan, how much more living space can we get? Very trivial! Only countries like the United States, Canada and Australia have the vast land to serve our need for mass colonization.

Therefore, solving the “issue of America” is the key to solving all other issues. First, this makes it possible for us to have many people migrate there and even establish another China under the same leadership of the CCP. America was originally discovered by the ancestors of the yellow race, but Columbus gave credit to the white race. We the descendents of the Chinese nation are entitled to the possession of the land! It is said that the residents of the yellow race have a very low social status in United States. We need to liberate them. Second, after solving the “issue of America,” the western countries in Europe would bow to us, not to mention to Taiwan, Japan and other small countries. Therefore, solving the “issue of America” is the mission assigned to CCP members by history.

I sometimes think how cruel it is for China and the United States to be enemies that are bound to meet on a narrow road! Do you remember a movie about Liberation Army troops led by Liu Bocheng and Deng Xiaoping? The title is something like “Decisive Battle on the Central Plains.” There is a famous remark in the movie that is full of power and grandeur: “The enemies are bound to meet on a narrow road, only the brave will win!” It is this kind of fighting to win or die spirit that enabled us to seize power in Mainland China. It is historical destiny that China and United States will come into unavoidable confrontation on a narrow path and fight each other! The United States, unlike Russia and Japan, has never occupied and hurt China, and also assisted China in its battle against the Japanese. But, it will certainly be an obstruction, and the biggest obstruction! In the long run, the relationship of China and the United States is one of a life-and-death struggle.

One time, some Americans came to visit and tried to convince us that the relationship between China and United States is one of interdependence. Comrade Xiaoping replied in a polite manner: “Go tell your government, China and the United States do not have such a relationship that is interdependent and mutually reliant.” Actually, Comrade Xiaoping was being too polite, he could have been more frank, “The relationship between China and United States is one of a life-and-death struggle.” Of course, right now it is not the time to openly break up with them yet. Our reform and opening to the outside world still rely on their capital and technology, we still need America. Therefore, we must do everything we can to promote our relationship with America, learn from America in all aspects and use America as an example to reconstruct our country.

How have we managed our foreign affairs in these years? Even if we had to put on a smiling face in order to please them, even if we had to give them the right cheek after they had hit our left cheek, we still must endure in order to further our relationship with the United States. Do you remember the character of Wuxun in the movie the “Story of Wuxun”? In order to accomplish his mission, he endured so much pain and suffered so much beating and kicking! The United States is the most successful country in the world today. Only after we have learned all of its useful experiences can we replace it in the future. Even though we are presently imitating the American tone “China and United States rely on each other and share honor and disgrace,” we must not forget that the history of our civilization repeatedly has taught us that one mountain does not allow two tigers to live together.

We also must never forget what Comrade Xiaoping emphasized “refrain from revealing the ambitions and put others off the track.” The hidden message is: we must put up with America; we must conceal our ultimate goals, hide our capabilities and await the opportunity. In this way, our mind is clear. Why have we not updated our national anthem with something peaceful? Why did we not change the anthem’s theme of war? Instead, when revising the Constitution this time, for the first time we clearly specified “March of the Volunteers” is our national anthem. Thus we will understand why we constantly talk loudly about the “Taiwan issue” but not the “American issue.” We all know the principle of “doing one thing under the cover of another.” If ordinary people can only see the small island of Taiwan in their eyes, then you as the elite of our country should be able to see the whole picture of our cause. Over these years, according to Comrade Xiaoping’s arrangement, a large piece of our territory in the North has been given up to Russia; do you really think our Party Central Committee is a fool?

To resolve the issue of America we must be able to transcend conventions and restrictions. In history, when a country defeated another country or occupied another country, it could not kill all the people in the conquered land, because back then you could not kill people effectively with sabers or long spears, or even with rifles or machine guns. Therefore, it was impossible to gain a stretch of land without keeping the people on that land. However, if we conquered America in this fashion, we would not be able to make many people migrate there.

Only by using special means to “clean up” America will we be able to lead the Chinese people there. This is the only choice left for us. This is not a matter of whether we are willing to do it or not. What kind of special means is there available for us to “clean up” America? Conventional weapons such as fighters, canons, missiles and battleships won’t do; neither will highly destructive weapons such as nuclear weapons. We are not as foolish as to want to perish together with America by using nuclear weapons, despite the fact that we have been exclaiming that we will have the Taiwan issue resolved at whatever cost. Only by using non-destructive weapons that can kill many people will we be able to reserve America for ourselves. There has been rapid development of modern biological technology, and new bio weapons have been invented one after another. Of course we have not been idle; in the past years we have seized the opportunity to master weapons of this kind. We are capable of achieving our purpose of “cleaning up” America all of a sudden. When Comrade Xiaoping was still with us, the Party Central Committee had the perspicacity to make the right decision not to develop aircraft carrier groups and focus instead on developing lethal weapons that can eliminate mass populations of the enemy country.

From a humanitarian perspective, we should issue a warning to the American people and persuade them to leave America and leave the land they have lived in to the Chinese people. Or at least they should leave half of the United States to be China’s colony, because America was first discovered by the Chinese. But would this work? If this strategy does not work, then there is only one choice left to us. That is, use decisive means to “clean up” America, and reserve America for our use in a moment. Our historical experience has proven that as long as we make it happen, nobody in the world can do anything about us. Furthermore, if the United States as the leader is gone, then other enemies have to surrender to us.

Biological weapons are unprecedented in their ruthlessness, but if the Americans do not die then the Chinese have to die. If the Chinese people are strapped to the present land, a total societal collapse is bound to take place. According to the computation of the author of Yellow Peril, more than half of the Chinese will die, and that figure would be more than 800 million people! Just after the liberation, our yellow land supported nearly 500 million people, while today the official figure of the population is more than 1.3 billion. This yellow land has reached the limit of its capacity. One day, who knows how soon it will come, the great collapse will occur any time and more than half of the population will have to go.

We must prepare ourselves for two scenarios. If our biological weapons succeed in the surprise attack [on the United States], the Chinese people will be able to keep their losses at a minimum in the fight against the United States. If, however, the attack fails and triggers a nuclear retaliation from the United States, China would perhaps suffer a catastrophe in which more than half of its population would perish. That is why we need to be ready with air defense systems for our big and medium-sized cities. Whatever the case may be, we can only move forward fearlessly for the sake of our Party and state and our nation’s future, regardless of the hardships we have to face and the sacrifices we have to make. The population, even if more than half dies, can be reproduced. But if the Party falls, everything is gone, and forever gone!

In Chinese history, in the replacement of dynasties, the ruthless have always won and the benevolent have always failed. The most typical example involved Xiang Yu the King of Chu, who, after defeating Liu Bang, failed to continue to chase after him and eliminate his forces, and this leniency resulted in Xiang Yu’s death and Liu’s victory (during the war between Chu and Han, just after the Qin Dynasty (221-206BC) was overthrown). Therefore, we must emphasize the importance of adopting resolute measures. In the future, the two rivals, China and the United States, will eventually meet each other in a narrow road, and our leniency to the Americans will mean cruelty toward the Chinese people. ?? Here some people may want to ask me: what about the several millions of our compatriots in the United States? They may ask: aren’t we against Chinese killing other Chinese?
 
  These comrades are too pedantic; they are not pragmatic enough. If we had insisted on the principle that the Chinese should not kill other Chinese, would we have liberated China? As for the several million Chinese living in the United States, this is of course a big issue. Therefore in recent years, we have been conducting research on genetic weapons, i.e. those weapons that do not kill yellow people. But producing a result with this kind of research is extremely difficult. Of the research done on genetic weapons throughout the world, the Israeli’s is the most advanced. Their genetic weapons are designed to target Arabs and protect the Israelis. But even they have not reached the stage of actual deployment. We have cooperated with Israel on some research. Perhaps we can introduce some of the technologies used to protect Israelis and remold these technologies to protect the yellow people. But their technologies are not mature yet, and it is difficult for us to surpass them in a few years. If it has to be five or ten years before some breakthroughs can be achieved in genetic weapons, we cannot afford to wait any longer.

Old comrades like us cannot afford to wait that long, for we don’t have that much time to live. Old soldiers of my age may be able to wait for five or ten more years, but those from the period of the Anti-Japanese War or the few old Red Army soldiers cannot wait any longer. Therefore we have to give up our expectations about genetic weapons. Of course, from another perspective, the majority of those Chinese living in the United States have become our burden, because they have been corrupted by the bourgeois liberal values for a long time and it would be difficult for them to accept our Party’s leadership. If they survived the war, we would have to launch campaigns in the future to deal with them, to reform them. Do you still remember that when we had just defeated the Koumintang (KMT) and liberated Mainland China, so many people from the bourgeois class and intellectuals welcomed us so very warmly, but later we had to launch campaigns such as the “suppression of the reactionaries” and “Anti-Rightist Movement” to clean them up and reform them? Some of them were in hiding for a long time and were not exposed until the Cultural Revolution. History has proved that any social turmoil is likely to involve many deaths. Maybe we can put it this way: death is the engine that moves history forward. During the period of Three Kingdoms [9], how many people died? When Genghis Khan conquered Eurasia, how many people died? When Manchu invaded the interior of China, how many people died? Not many people died during the 1911 Revolution, but when we overthrew the Three Great Mountains [10], and during the political campaigns such as “Suppression of reactionaries,” “Three-Anti Campaign,” and “Five-Anti Campaign” at least 20 million people died. We were apprehensive that some young people today would be trembling with fear when they hear about wars or people dying. During wartime, we were used to seeing dead people. Blood and flesh were flying everywhere, corpses were lying in heaps on the fields, and blood ran like rivers. We saw it all. On the battlefields, everybody’s eyes turned red with killing because it was a life-and-death struggle and only the brave would survive.

It is indeed brutal to kill one or two hundred million Americans. But that is the only path that will secure a Chinese century, a century in which the CCP leads the world. We, as revolutionary humanitarians, do not want deaths. But if history confronts us with a choice between deaths of Chinese and those of Americans, we’d have to pick the latter, as, for us, it is more important to safeguard the lives of the Chinese people and the life of our Party. That is because, after all, we are Chinese and members of the CCP. Since the day we joined the CCP, the Party’s life has always been above all else! History will prove that we made the right choice.

Now, when I am about to finish my speech, you probably understand why we conducted this online survey. Simply put, through conducting this online survey we wanted to know whether the people would rise against us if one day we secretly adopt resolute means to “clean up” America. Would more people support us or oppose us? This is our basic judgment: if our people approve of shooting at prisoners of war, women and children, then they would approve our “cleaning up” America. For over twenty years, China has been enjoying peace, and a whole generation has not been tested by war. In particular, since the end of World War II, there have been many changes in the formats of war, the concept of war and the ethics of war. Especially since the collapse of the former Soviet Union and Eastern European Communist states, the ideology of the West has come to dominate the world as a whole, and the Western theory of human nature and Western view of human rights have increasingly disseminated among the young people in China. Therefore, we were not very sure about the people’s attitude. If our people are fundamentally opposed to “cleaning up” America, we will, of course, have to adopt corresponding measures.

Why didn’t we conduct the survey through administrative means instead of through the web? We did what we did for a good reason.

First of all, we did it to reduce artificial inference and to make sure that we got the true thoughts of the people. In addition, it is more confidential and won’t reveal the true purpose of our survey. But what is most important is the fact that most of the people who are able to respond to the questions online are from social groups that are relatively well-educated and intelligent. They are the hard-core and leading groups that play a decisive role among our people. If they support us, then the people as a whole will follow us; if they oppose us, they will play the dangerous role of inciting people and creating social disturbance.

What turned out to be very comforting is they did not turn in a blank test paper. In fact, they turned in a test paper with a score of over 80. This is the excellent fruition of our Party’s work in propaganda and education over the past few decades.

Of course, a few people under the Western influence have objected to shooting at prisoners of war and women and children. Some of them said, “It is shocking and scary to witness so many people approving of shooting at women and children. Is everybody crazy?” Some others said, “The Chinese love to label themselves as a peace-loving people, but actually they are the most ruthless people. The comments are resonant of killing and murdering, sending chills to my heart.”

Although there are not too many people holding this kind of viewpoint and they will not affect the overall situation in any significant way, but we still need to strengthen the propaganda to respond to this kind of argument.

That is to vigorously propagate Comrade He Xin's latest article, which has already been reported to the central government. You may look it up on the website.

If you get on the website using key words to search, you will find out that a while ago, comrade He Xin pointed out to the Hong Kong Business News during an interview that: "The US has a shocking conspiracy." According to what he had in hand, from September 27 to October 1, 1995, the Mikhail Sergeevich Gorbachëv Foundation, funded by the United States, gathered 500 of the world’s most important statesmen, economic leaders and scientists, including George W. Bush (he was not the US president at the time), the Baroness Thatcher, Tony Blair, Zbigniew Brzezinski, as well as George Soros, Bill Gates, futurist John Naisbitt, etc., all of the world’s most popular characters, in the San Francisco Fairmont hotel for a high-level round table conference, discussing problems about globalization and how to guide humanity to move forward into the 21st century. According to what He Xin had in hand, the outstanding people of the world in attendance thought that in the 21st century a mere 20% of the world’s population will be sufficient to maintain the world’s economy and prosperity, the other 80% or 4/5 of the world’s population will be human garbage unable to produce new values. The people in attendance thought that this excess 80% population would be a trash population and "high-tech" means should be used to eliminate them gradually.

Since the enemies are secretly planning to eliminate our population, we certainly cannot be infinitely merciful and compassionate to them. Comrade He Xin's article came out at the right time, it has proven the correctness of our tit for tat battle approach, has proven Comrade Deng Xiaoping’s great foresight to deploy against the United States military strategy.

Certainly, in spreading Comrade He Xin’s views, we cannot publish the article in the party newspapers, in order to avoid raising the enemy’s vigilance. He Xin's conversation may remind the enemy that we have grasped the modern science and technology, including "clean" nuclear technology, gene weapons technology as well as biological weapons technology, and we can use powerful measures to eliminate their population on a large-scale.

The last problem I want to talk about is of firmly seizing the preparations for military battle.

Currently, we are at the cross road of moving forward or backward. Some comrades saw problems flooding everywhere in our country–the corruption problem, the state-owned enterprise problem, the bank’s bad accounts problem, environmental problems, society security problems, education problems, the AIDS problem, various appeals problem, even the riots problem. These comrades vacillated in the determination to prepare for the military battle. They thought; they should first grab the political reform problem, that is, our own political reform comes first. After resolving the domestic problems, we can then deal with the foreign military battle problem.

This reminds me of the crucial period in 1948 in the Chinese revolution. At that time, the People's Liberation Army’s “horses were drinking water” in Yangtze River, but they faced extremely complex situations and difficult problems everywhere in the liberated areas, and the central authority received emergency reports daily. What to do? Should we stop to manage rear areas and internal matters first before moving forward, or press on to pass the Yangtze River with one vigorous effort? Chairman Mao, with his extraordinary wisdom and mettle, gave the marching order "Carry on the revolution to the end," and liberated all of China. The previously thought "serious" conflicting problems were all resolved in this great forward moving revolutionary wave.

Now, it seems like we are in the same critical period as the “horses were drinking water” in the Yangtze River days in the revolutionary era, as long as we firmly seize the most basic principle of preparing for the military battle. The central committee believes, as long as we resolve the United States problem at one blow, our domestic problems will all be readily solved. Therefore, our military battle preparation appears to aim at Taiwan, but in fact is aimed at the United States, and the preparation is far beyond the scope of attacking aircraft carriers or satellites.

Marxism pointed out that violence is the midwife for the birth of the new society. Therefore war is the midwife for the birth of China’s century. As war approaches, I am full of hope for our next generation.

Global wages, profits, prices and interest rates are increasingly being influenced by events in China

“IF YOU want one year of prosperity, grow grain. If you want ten years of prosperity, grow trees. If you want 100 years of prosperity, grow people.” This old Chinese proverb crudely sums up how the entry of China's massive labour force into the global economy may prove to be the most profound change for 50, and perhaps even for 100, years.

China, along with the other emerging giants, India, Brazil and the former Soviet Union, has effectively doubled the global labour force, hugely boosting the world's potential output and hence its future prosperity. China's growth rate is not exceptional compared with previous or current emerging economies in Asia, but China is having a more dramatic effect on the world economy because of two factors: not only does it have a huge, cheap workforce, but its economy is also unusually open to trade. As a result, China's development is not just a powerful driver of global growth; its impact on other economies is also far more pervasive (see article).

Beijing's new influence was clear from the shockwaves in global currency, bond and commodity markets last week after it announced that the yuan will no longer be pegged to the dollar. Until a couple of years ago nobody cared much that the Chinese yuan was pegged to the dollar. Recently, though, this link has become one of the hottest issues in international politics, widely blamed in America for its huge trade deficit.

Last week's 2.1% revaluation of the yuan is trivial and unlikely to dent America's trade deficit. More important is the breaking of the yuan's formal link to the dollar and the shift to a so-called “managed float” against a basket of currencies. In theory, this allows considerable scope for a further rise in the yuan against the dollar, though it is unclear by how much the Chinese authorities will allow the yuan to climb.

Even if last week's adjustment was timid, it could mark an important turning point. It is certainly a step in the right direction for China itself, as greater currency flexibility will give it more room to use monetary policy to steer the economy. More interesting are the implications for the world economy. This might be the beginning of the end of what has been dubbed a revived Bretton Woods system of fixed exchange rates between China (and other Asian economies) and America.

The dragon's breath

Under this arrangement, China has provided cheap finance to America's consumers and its government by buying Treasury bonds. If the switch to a currency basket causes China to reduce its new purchases of dollar assets, then American bond yields could rise. America's China bashers, who demand a further revaluation of 25% or more, should therefore be careful. Such a large-scale revaluation would surely push bond yields higher and badly hurt America's economy. Indeed, if the yuan's adjustment has any real impact on America's trade deficit, it will not be through the revaluation itself, but because higher bond yields squeeze domestic demand.

America's trade deficit is due mainly to excessive spending and inadequate saving, not to unfair Chinese competition. If China has contributed to America's deficit it is not through its undervalued exchange rate, but by holding down bond yields and so fuelling excessive household borrowing and spending. From this point of view, global monetary policy is now made in Beijing, not Washington.

Puzzle key

The popular focus on the yuan, America's trade deficit and jobs as China's main impact on the rest of the world misses the point. China's growing influence stretches much deeper than its exports of cheap goods: it is revolutionising the relative prices of labour, capital, goods and assets in a way that has never happened so quickly before. A recognition of China's profound and widespread impact on the world economy explains various current economic puzzles.

Take, for instance, the oil price. Since the beginning of last year, oil prices have doubled, yet in contrast to previous oil shocks, inflation rates remain low and global growth robust. The answer to this riddle is China. To the extent that oil prices are driven up by strong Chinese demand rather than, as in the past, an interruption of supply, they are less likely to hurt global growth. And the impact of higher oil prices on inflation has been offset by falling prices of all sorts of goods from cameras and computers to microwaves and bicycles—thanks to China. In addition, competition from China and the threat that firms in developed countries might shift offshore also helps to keep a lid on wages and hence inflation.

Another oddity is that, while the prices of most goods are falling, house prices are soaring in many countries. Again, enter the dragon. Cheaper goods from China have made it easier for central banks to achieve their inflation goals without needing to push real interest rates sharply higher. This has encouraged a borrowing binge. The resulting excess liquidity has flowed into the prices of assets, such as homes, rather than into traditional inflation. And, last but not least, there is the conundrum which has puzzled Alan Greenspan, head of America's central bank: why are American bond yields so low despite robust growth and hefty government borrowing? Part of the answer lies, once again, with China, which has bought large quantities of Treasury bonds to hold down its currency.

Over the coming years, developed countries' inflation and interest rates, wages, profits, oil and even house prices could increasingly be “made in China”. How should the world's policymakers respond to China's growing economic clout? Trying to halt China's growth through protectionist measures, as many American congressmen would like to do, would be a disaster, for it would close off a powerful source of future global prosperity.

A better way to deal with China's growing power would be to give the country a bigger stake in global economic stability. China should be a full member of international economic policy forums, such as the G7 and the OECD. Western policymakers would be wise to remember another Chinese proverb: “What you cannot avoid, welcome.”

Closer Sino-Israel defense ties give US headache

Recent Sino-Israel defense deals have given rise to tensions between Israel and its major ally, the US. While both Beijing and Tel Aviv stand to gain from cooperation in the area of military technology, they do not want to strain their respective relationships with the US, which opposes the transfer of hi-tech weapons to states perceived as hostile.

According to recent media reports, Washington has exerted considerable pressure on Israeli officials to halt a deal to upgrade Israeli-made Harpy anti-radar drones that were sold to China in the mid-1990s. But Israel’s Defense Ministry on 11 January rejected a report carried by The Associated Press saying that the upgrade package had been cancelled and the hardware had been shipped back to China without the planned improvements. The US intervention could lead to a new Sino-Israeli diplomatic crisis at a time when the two countries’ relations are booming. According to the Israeli daily Ha’aretz of 17 December 2004, the head of Israel's parliamentary defense committee, Yuval Steinitz, has acknowledged tensions with Washington over Israel’s arms deals with China. Earlier in December, Israel's private Channel Two television had reported that US Under Secretary of Defense Douglas Feith had demanded the dismissal of Israeli Defense Ministry Director-General Amos Yaron after a disagreement over Israeli weapons deals with the Chinese. But both Israel's ambassador to Washington, Danny Ayalon, and the US Department of Defense denied that such a demand had been issued. Israeli Defense Minister Shaul Mofaz also denied the report, while conceding that a dossier on Israeli weapons sales to China was "in the process of clarification", according to Ha’aretz.

Maturing Sino-Israeli defense cooperation

For more than a decade, the US has been raising serious concerns about Israeli weapons exports to China. A particularly sensitive incident arose in 2000, when the US warned Israel to stop selling the Phalcon airborne radar system to China. Nevertheless, in the worldwide race to enter the Chinese market, the occasionally troubled Sino-Israel relationship has been making significant steps towards strategic and mature cooperation. Defense cooperation and military trade between the two countries have been developing cautiously but continuously, and Sino-Israeli relations have been blossoming since 2003. The official visit by Israeli President Moshe Katsav to China in December 2003 at the invitation of Chinese President Hu Jintao marked the beginning of a series of official visits and trade delegations. Yaron’s visit last March was particularly significant in light of Sino-Israel military cooperation. Vice-Prime Minister Ehud Olmert’s June visit was followed in mid-December by a five-day official visit by Foreign Minister Silvan Shalom. Again, the focus was on using Israel’s high-tech security expertise to aid China in the 2008 Olympic Games. “We need the Chinese market, and China needs our high-tech expertise on homeland security,” Olmert told reporters during the Israel-Shanghai Business Conference last June in Shanghai. According to June Teufel Dreyer, an expert in Chinese military matters at the University of Miami, Sino-Israeli relations are “not necessarily intensifying”. “Israel wants to increase its foreign trade with China as much as possible. And I do not see anything sinister in that,” she told ISN Security Watch. Israel exports significant quantities of arms and other defense products to the world market, as the comparatively small Israeli domestic market makes it difficult to achieve economies of scale. In 2003, Israel’s trade with China had increased at an annual growth rate of about 33 per cent, for a total volume of US$1.5 billion. If the latter figure is less than impressive compared to other countries, the growth rate is remarkable, with 40 per cent growth forecast for 2004. China is rapidly becoming a major factor in the growth of Israeli exports.

Olympic attraction

The 2008 Olympic Games will be held in Beijing, and the task of providing security for this huge event has attracted Israeli security companies eager to develop business in China. In dealing with China, Israel generally tends to emphasize its technical expertise in agriculture development and telecommunication, but its main sales pitch relies on a reputation as an exporter of high-tech and strategic homeland security knowledge. Besides multinationals like Check Point Software Technologies, small- and medium-sized Israeli companies such as Rokonet Electronics, Magal, the Mer Group, DDS, and ICD Security Solutions are opening offices in China or have already done so. The Mer Group, which won contracts worth up to US$25 million to provide comprehensive security and surveillance systems for the 2004 Olympics in Athens, plans to open an office in China sometime this year.

Beyond the Olympics

Beyond the Olympics, some companies have seized on the increased perceptions of a global terrorist threat and have anticipated a strong Chinese demand for security and military capability. “We are a small country and are used to tough competition […] so we can help [China] in almost any area, from Information Technology to biotechnology and nanotechnology. When it comes to homeland security, we have been dealing with it long before the world was aware of terrorist problems, 30 to 50 years ago,” Olmert said in June. Magal, which specializes in perimeter security systems, provides military-grade know-how, mainly for the protection of power stations, nuclear reactors, prisons, and any other sites that may be vulnerable to attacks. The threat of terrorism is perceived to be omnipresent, and “that is why we go to China, to convince them that we have an efficient way to protect oneself”, said Magal’s Vice-President Chaim Porat, marketing director for Asia and Australia. During the past decade, China’s upgrading of its military capabilities has helped to strengthen Sino-Israel ties, and has complemented Israel’s desire to expand the export market for its security and defense sector. “Four to five years ago, Israel had some big deals with China in upgrading its arsenal,” said Elan Sela of the Safety and Security products marketing division of the Israel Export and International Cooperation Institute, and those defense projects are now due for reviews and upgrades. Sela explained that defense technology usually has a life cycle of about five years, after which period improvements are required. But defense cooperation between China and Israel is not only due to cyclical upgrade schemes. China is making visible efforts to build up its counter-terrorism capabilities. The establishment of an anti-terrorism bureau in Beijing is currently under consideration; if the Public Security Ministry approves it, it would be the first provincial-level anti-terrorism bureau in China, the Beijing Municipal Public Security Bureau was quoted as saying in the Beijing News last September. In 2004, the number of media reports on anti-terror drills in strategically important areas and on international and cross-border defense cooperation was striking. The SCO (Shanghai Cooperation Organization, launched in 2001 by China, Russia, Kazakhstan, Kyrgyzstan, Tajikistan, and Uzbekistan), originally established to promote economic and commercial integration, is now working primarily to counter terrorism and to control regional cross-border insurgency.

Creating threat perceptions

The frequency of reports on crime and violence, security operations, and similar incidents in the state-controlled Chinese media is unprecedented. From a complete censorship on bad news, the authorities are now moving to the creation of a public perception of alleged security threats. China’s military modernization and armament efforts are directed towards improving force projection ability as well as both short- and long-range delivery systems and its naval missile capability. The People’s Liberation Army (PLA), still the biggest in the world, has downsized its personnel by 16 per cent, from 3 to 2.5 million, between 1997 and 2000. Ground, air, and naval forces are being reorganized to support the transition towards joint warfare operations planned under a new PLA doctrine which, it is hoped, will reduce bureaucratic red tape. Defense expenditures have been increased substantially, at a rate of 10 per cent to 15 per cent every year. “For such a vast army, the costs are relatively low, but the growth rate is increasing fast - too fast for the army apparatus to handle”, commented Dr Nan Li, an expert on Chinese defense and security issues at the International Institute for Strategic Studies in Singapore. According to the Pentagon’s “Annual Report on The Military Power of the People's Republic of China, 2004”, China announced an increase in real terms of 11.6 per cent (US$2.6 billion) to its 2004 defense budget in March of that year, bringing the total to US$25 billion. The total amounts to 3 per cent of nation’s GDP, but experts say there are hidden expenditures that are not covered by the official budget. Including those expenditures would raise the total to US$50 billion, or 5 per cent of the GDP, Nan Li said. That makes China the third-largest defense spender in the world, after the US and Russia, and by far the largest in Asia, with Japan trailing far behind. Since an embargo on arms sales to China was imposed by the US and the EU after the 1989 Tiananmen Square massacre, Israel has been in a good position to take up the slack, said Nan Li. “Israel has proven that it is very capable of localize imported weapons technology”, which is adopted and developed into an Israeli version “suitable to be exported to China”, said Prof Dingli Shen, expert on defense policy at Fudan University, Shanghai. Without giving specific numbers, Teufer Dreyer said that the trade in arms and defense hardware between Israel and China was substantial. China’s own military production consists of a wide variety of military equipment, including missiles, fighter aircraft, bombers, destroyers, frigates, submarines, tanks, and armored personnel carriers. However, many programs rely on foreign suppliers of critical components, such as jet fighter engines, for much of the domestically produced equipment. “Chinese engineers claim that China develops its own planes, but there are no doubts on the foreign input,” said Nan Li, adding that China’s J-10 planes, for example, were prototypes based on Israeli designs. The acquisition of military hardware also reflects China’s commitment to building a more credible military force and its aspiration to achieve great-power status. Economic development has increased China’s self-confidence. Especially in the past two years, China has taken a more active role internationally, strengthened its presence in the Asian Pacific region, and continued to its “South-South development” program with Brazil (China’s biggest developing partner in the southern hemisphere), South Africa, and India.

Cautious ties

China’s reliance on foreign supply for its defense forces is paralleled by an increasing dependence on oil, forcing China to act strategically and tread carefully in order not to disturb its bilateral and multilateral relations, which are occasionally at cross-purposes. China has improved its relations with Israel while maintaining good relations with Arab countries in the Middle East. Ten years of diplomatic relations have created better understanding and broken down diplomatic barriers between China and Israel, according to the Israeli consul-general in Shanghai, Ilan Maor. More importantly, he said China had realized that an aspiring superpower must also accept more responsibility in international issues. If Beijing wanted its position to have any effect, it could not afford to be seen as taking sides for the Arabs, as it has in the past, said Maor. China’s pragmatic and strategic approach to the Middle East conflict has resulted in the nomination of a special Chinese envoy to the Middle East, Ambassador Wang Shijie, who, when compared to the EU and US special ambassadors, enjoys very good relations with both sides. “The appointment of a special envoy to the Middle East in a conflict that is not a Chinese conflict would have been unthinkable 30 years ago,” Maor said.

Nervous Washington

China’s closer relations with Israel are being monitored by a number of parties with varying degrees of sympathy. The US in particular is persistently warning both Israel and China to limit their defense cooperation, and is wary of arms transfers to countries perceived as being unfriendly to the US. It cannot be denied that, while Israel is primarily pursuing its commercial interests, it is also militarily empowering China. The current tensions between the US and China and Israel, respectively, were preceded by a series of warnings from Washington. The House of Representatives Select Committee on US National Security and Military/Commercial Concerns with the People’s Republic of China published a report in June this year stating the committee’s concern about Israel’s continuous transfer of technology originating in the US to China, the Israeli Globes business daily reported in June. After renewed US warnings in September, the director-general of the Ministry of Defense, Major-General (ret.) Amos Yaron and the director-general of SIBAT (the Hebrew acronym stands for the Ministry of Defense’s “Foreign Defence Assistance and Defence Export Organization”), Major-General (ret.) Yosi Ben Hanan, ordered the nation’s defense industry to submit all new negotiations concerning defense exports to China to the ministry for approval, the Israeli newspaper Globes reported in September. In late November, US Under Secretary of State John Bolton, speaking in Tokyo, accused China of engaging in "outward proliferation". The US is concerned that Israel could sell acquired US high-tech security and defense hardware to China, directly or through intermediaries. China could buy sophisticated high-tech from Israel for integration into Chinese defense hardware that could then, in turn, be sold back to the Middle East. Washington has accused Chinese companies of exporting missile technology to Iran, Pakistan, and other countries in violation of efforts to stem the spread of weapons of mass destruction. “As in the past with Iran, Algeria, Saudi Arabia, China is selling arms to countries that could use the same against the US and Israel,” said Teufer Dreyer. Prof Shen said that if China had indeed passed on such weapons to Middle Eastern states, it would have done so on the basis of purely commercial and pragmatic considerations, and not with the intention of alienating either Israel or the US. The Chinese leadership may have believed that if it did not introduce the technology to the region, others would, said Shen. Both China and Israel have an interest in maintaining good relationships and trade opportunities with the US. If the US keeps pressing Israel, “I think that Israel would observe the demand of Washington, Israel cannot do without the US,” said Shen. Still, based on the current mutual benefits and their commitments to economic and military development, both Israel and China cherish their pragmatism and could profitably cooperate in keeping trade disputes and resulting frictions with the US to a minimum.

"Heute herrscht vielfach die Anschauung, unser Volk könne durch den verlorengegangenen Hitlerkrieg, überhaupt nicht mehr Herr seines Staates sein, es habe alle Souveränitätsansprüche verloren, sein Schicksal liegt in den Händen der Besatzungsmächte, es sei nur noch Objekt des politischen Geschehens und kein Subjekt mehr; es könne darum auch keinen selbständigen souveränen Staat mehr schaffen. Es ist klar, daß eine solche Auffassung keinen anderen Sinn hat, als Wasser auf die Mühlen der schlimmsten Gegner unserer Nation zu gießen. Die unsinnige Behauptung, Deutschland habe als Nation und Staat aufgehört zu existieren, entspricht weder der realen Lage der Dinge, noch ist sie völkerrechtlich haltbar. Sie ist vielmehr eine für die Bedürfnisse des Dollarimperialismus zurechtgestutzte Doktrin. Sie steht im krassen Widerspruch zum Völkerrecht, im Widerspruch zu den völkerrechtlichen Akten, welche die Lage Deutschlands in der Zeit der Besatzung regulieren, und im Widerspruch zu den Vereinbarungen von Jalta und Potsdam. Diese Vereinbarungen sprechen nicht von der Zerschlagung des deutschen Staatswesens und auch nicht vom Erlöschen von der Souveränität des deutschen Volkes, sie besagen vielmehr das Gegenteil. Auch die Vereinigung deutscher Staatsrechtslehrer hat im Frühjahr dieses Jahres auf ihrer Sitzung in Hamburg die Doktrin vom Aufhören der deutschen Souveränität als fehlerhaft verworfen. Diese Doktrin steht auch im krassen Widerspruch zu dem während und nach dem Kriege feierlich deklarierten Recht aller Völker, dem Recht auf nationale Selbstbestimmung. Es ist die Pflicht eines jeden guten Deutschen, die Urheber und Sprecher der völlig abwegigen Doktrin, wonach das Recht des Deutschen Volkes auf seine souveräne Staatsgesaltung erloschen sei, zu erkennen und diese Verräter an unserer nationalen Sache vor dem ganzen deutschen Volk anzuprangern. Diese Doktrin ist nichts anderes als die pseudowissenschaftliche Markierung jener Tendenzen, die Deutschland allzu gern unter den Einfluß des amerikanischen Imperialismus bringen möchten, sie ist die Lehre jener Leute, die alles Interesse daran haben, Deutschland in einen Vasallenstaat der Westmächte zu verwandeln. … Nur ein kleine Oberschicht, die führenden Konzernherren, die Großindustriellen, die Bankiers, die Großgrundbesitzer und die hohe Staatsbürokratie, die Nutznießer dieser Politik, profitieren von ihr und fühlen sich unter diesem Kurs wohl und gesättigt, wobei man es nicht unterlassen darf, des umfangreichen Heeres der westlichen Schönredner und Schönschreiber Erwähnung zu tun, das sich würdelos um die amerikanische Militärregierung und den Duft der amerikanischen Zigaretten bei der Zerreißung Deutschlands schart, wie Fliegen um einen Kadaver."

Study: How to judge personal health risks

Researchers say people can pretty well judge personal health risks if they don't rely on media reports and stick to what's happened to people they know.
Psychologist Ralph Hertwig of the University of Basel in Switzerland said his team's findings challenge the assumption people make huge blunders when inferring the likelihood of such events as dying of a heart attack or in a car accident.
"People can arrive at relatively accurate estimates as long as they rely on their personal experiences of the frequencies of such events ... by thinking of how many of their relatives, friends and acquaintances died from these causes.
"However, when they start sampling from the virtual world as created by the mass media, they are more likely to arrive at distorted estimates of likelihood."
For example, he said people might erroneously conclude the death toll due to airplane crashes is greater than due to more typical causes such as asthma.
The study appears in the current issue of the Journal of Experimental Psychology: Learning, Memory and Cognition, which is published by the Washington-based American Psychological Association.

Rare Move Follows Allegations of an Extramarital Affair

In a rare move, the Army relieved a four-star general of his command amid allegations that he had an extramarital affair with a civilian, Army officials said yesterday.

Gen. Kevin P. Byrnes, 55, led the Army's Training and Doctrine Command at Fort Monroe, Va., where he supervised the recruitment and academic programs at 33 Army schools, from basic training to the war colleges. Byrnes, who several military sources said had a previously unblemished record, was set to retire in November after 36 years of service.

The Army released few details about the decision to relieve one of its 11 four-star generals, with spokesmen saying only that Gen. Peter J. Schoomaker, the Army's chief of staff, relieved Byrnes of his command on Monday as the result of an investigation by the Defense Department's inspector general. A spokesman said Army officials could find no case of another four-star general being relieved of duty in modern times.

Several defense sources familiar with the case, speaking anonymously because the investigation is not complete, said Byrnes is accused of having an "inappropriate relationship," and some described him as being involved in an extramarital affair.

Byrnes, reached by telephone at his home yesterday, declined to comment. His defense attorney, Lt. Col. David H. Robertson, said the allegation against Byrnes involves an affair with a private citizen. Byrnes has been separated from his wife since May 2004; their divorce was finalized on Monday, coincidentally the same day he was relieved of command, Robertson said.

"The allegation against him does not involve a relationship with anyone within the military or even the federal government," Robertson said, emphasizing that the allegations do not involve more than one relationship. "It does not involve anyone on active duty or a civilian in the Department of Defense."

Having an extramarital affair can be deemed adultery and a violation of the Uniform Code of Military Justice. But such cases rarely go to court-martial and usually end in administrative punishment such as a letter of reprimand, according to military lawyers. Relieving a general of his command amid such allegations is extremely unusual, especially given that he was about to retire.

The Army has been hurt over the past year by detainee-abuse cases and has been accused of not going after top officers allegedly involved in such abuse. Army officials said relieving Byrnes was meant to show the public that the service takes issues of integrity seriously.

"We all swear to serve by the highest ideals, and no matter what rank, when you violate them, you are dealt with appropriately," said one Army officer familiar with the case. "Relief of command is a huge consequence. He's had an extraordinary career, but at the end of the day, the Army has to hold people accountable for their conduct."

The disciplinary action struck some military experts as severe, given Byrnes's reputation as a popular general who has been ushering in systemic changes in Army doctrine and training. A Vietnam War veteran who served as the commanding general of the 1st Cavalry Division and commanded multinational troops in Bosnia, Byrnes served as director of the Army staff just before taking over at Fort Monroe in 2002.

Byrnes's case comes after two prominent Air Force generals were accused publicly of sexually harassing subordinates, and as the Defense Department is restructuring its sexual harassment policies.

"It must have been the sort of thing where they felt they had no choice, given the recent history of personnel scandals in the Army," said Michael E. O'Hanlon, a defense expert at the Brookings Institution. "They're trying to make it clear that four-stars don't get special treatment. They must feel they have a need to send that message."

Neal A. Puckett, a military defense lawyer in Alexandria, said it may be unprecedented to have a four-star general relieved of command for allegations of an affair. He said removing Byrnes from his office is likely to be the end of his punishment.

"Usually there is no incentive to bring criminal charges, because they are taking his career and flushing it down the toilet," Puckett said. "There's not much more that you can do to a high-ranking officer like that. His legacy is ruined."

Lt. Gen. William S. Wallace was announced as Byrnes's replacement in April and has been awaiting Senate review and confirmation. Paul Boyce, an Army spokesman, said Lt. Gen. Anthony R. Jones, Byrnes's deputy commander, will take command temporarily while Wallace's confirmation is considered.

Mauretanien: Linksnationalistischer Putsch

In Mauretanien ist am 3. August das Regime von Maawyeh Wild Taye' durch einen erfolgreichen Putsch der Armee gestürzt worden. Der neue Präsident ist der bisherige Polizeichef, begleitet von einem Militärrat. Alle im Rat sind hochrangige Offiziere. Bisher ist die Lage unklar, aber es herrscht Ruhe und die neue Führung scheint das ganze Land zu kontrollieren.

Wild Taye', der alte Präsident, vertrat einen stark pro-westlichen Kurs und hatte Beziehungen mit Israel aufgenommen (was die verärgerte Haltung im Westen und vor allem in Israel teilweise erklärt).

Die Putschisten versprechen mehr Freiheiten (vor allem Meinungsfreiheit) und weitere Reformen. Sie haben die Gruppe junger Offiziere, die vor zwei Jahren ihrerseits einen Putschversuch unternommen hatten, frei gelassen und sie verhandeln nun auch mit ihnen. Sie haben auch die islamischen Oppositionsführer frei gelassen. Dies wird allgemein als Versuch interpretiert eine breite Koalition zu bilden.

Die Unterklassen scheinen den Putsch zu begrüßen und in Demonstrationen forderten sie unter anderem die Schließung der israelischen Botschaft.

Die neue Führung will für eine 2-jährige Übergangsperiode an der Macht bleiben und dann Wahlen abhalten. Diesbezüglich wurden bereits Verhandlungen mit verschiedenen politischen Strömungen begonnen.

Die ägyptische Kifaya-Bewegung gegen den Diktator Mubarak begrüßte den Putsch und forderte ähnliches in Ägypten.

THE SECRET OF IRAQ

The secret of our involvement in Iraq is no secret. This area has been known from 600,000 B.C. to 5,000 B.C. as a Paleolithic era country. We cowered in terror before the threat of Iraq's weapons of mass delusion, a la Harry Boudini and its threat of imminent nuclear annihilation, only to find, on inventing Iraq in a desperate attempt to stave off destruction, that its present leader, Saddam Hussein, had been a CIA asset for the past forty years, with his handlers numbering both Bush pere at fils, and that his nuclear capability had been destroyed years ago by Israeli assaults using American planes AND BOMBS, etc. Did we heave a sigh of relief upon learning this news? No, we were more terrified than ever, as we entered the defining Age of America, the Age of Terror, under which we labor today.

Now Iowa farm youths are dying in unarmored pleasure vehicles manufactured by General Motors, the infamous Hummers. They are dying in Babylon, a name unfamiliar to most Americans, because Dan Rather tells us it is Bagdad, a modern version of the notorious Whore of Babylon.

Has anyone in Washington ever heard of the Sumerian Empire? The Assyrian Empire? Certainly none of the 3800 overpaid, highly trained "investigative reporters" downing their martinis and New York strip steaks at the National Press Club ever heard of these empires. They have come and gone. Babylon-Bagdad itself veered into oblivion in 2800 B.C. after some three thousand years of prominence. Why are Americans dying in a city which reached its peak three thousand years ago? Answer anyone, anyone. It is because we are embroiled in World War III, stupid. A new crusade from the 12th century, in which Christians and Muslims rush like lemmings into mutual destruction, while the instigators wait on the sidelines, enjoying the gladiators in our modern Coliseum, the television set.

Two names are never mentioned in contemporary accounts of this imbroglio--Woodrow Wilson and Ronald Reagan, yet they account for the entire story. You can throw in the ubiquitous FDR and Wilson's mentor, Colonel House, and you have it all. Why was Ronald Reagan accorded a Pharoah's funeral when he passed away recently? He was honored as the maestro of World War III, which he arranged during his Presidency. Reagan is revered for his monumental feat in ending the Communist "threat", which he did by a simple act-he cut off the flow of cash from the taxpayers of the United States, an unending stream which had been launched by Woodrow Wilson in 1917, and which ended in 1989, aided by Senator Joe McCarthy's astounding discovery that the world headquarters of Communism was not in Moscow, as we had been taught since childhood, but in Washington, D.C., the headquarters of our fake money, the Federal Reserve System. When Joe began to rattle the branches, the money tree stopped its manna, and the dreaded Soviet empire, unable to survive for a single day on its own, quickly joined the Sumerians and Assyrians on the dust heap of history.

This should be enough of a history lesson for one session, but I will go a bit further. How did the Hollywood sycophant, Ronald Reagan, arrange World War III? He was an actor, all of whose scripts were carefully written for him. And so was this one. When he was elected President in 1980, a day of despair for the doomsayers, the same ones who greeted Bush's re-election as the end of this world, which they would celebrate by moving to Canada or Australia. Reagan made his triumphant entry into Washington, accompanied by a carefully selected and trained "advisors" who had been recruited from the Hoover Institution at Stanford University...its full name is the Hoover Institution of War, Revolution and Peace, I am the only historian who has ever accounted for its miraculous growth as THE think tank for all think tanks. After World War I, the Rothschilds realized that someone might actually find out how World War I made its unexplained appearance on the world scene. These clever bankers hired 400 recently discharged U.S. Army Officers to travel around Europe, carefully gathering up all documents which might reveal their complicity in the war. These papers are stored at Stanford University. The name of the think tank had no connection with J. Edgar Hoover, but with the sainted former President, who was revered in Russia as the saviour of Communism, with Russina Relief in 1921, and again in subsequent relief efforts. Because of thie revealing connection, a quickly manufactured story, which became gospel, claimed that he was a fanatical anti-Communist, which the gullible believe today.

Who is the present Bush's closest advisor? Condoleeza Rice, his newly named Secretary of State. This is the same Rice who was Provost of Stanford University. Once again appearing in Washington is Robert MacFarland, who was Reagan's National Security Advisor. It's the same cast, folks, replaying the Life and Loves of Andy Hardy. The farm boys know nothing of this. They will never know it. But they have their moment of glory, when CBS news honors them for three seconds each evening as Our Fallen Heroes.

The Hoover Institution quickly gained fame as the final resting place of our greatest Trotskyite Communist, under the aegis of Sidney Hook and his partner Seymour, heroes of the Trotskyite memory squad. They snickered for years at the manufactured reputation of the Hoover Institution as the headquarters of anti-Communism, where only real Communists were welcomed. I was never in its walls. Also revered is FDR and his protege', Alger, whom he called "son". Alger Hiss was one of FDR's personl assistants; the others were Lauchlin Currie and Harrry Dexter White. All three were named before Congressional Hearings as known KBG Agents for Stalin. Alger Hiss has now come into his full glory as the founder of the United Nations, so we operate under his aegis today. Forgotten is our outdated Federal Reserve Constitution, with its mediaeval tokens of account. In our future, money will be food stamps and coupons. None will be fed who does not bear the Mark of The Beast. But tell us, Eustace, how do we get out of Iraq? Where is the exit door? I'm sorry folks. There isn't one. We got out of Vietnam by the skin of our teeth, in waiting helicopters. Helicopter engines don't work in the sand. We have not yet found Ali Baba's cave in Iraq. The jewels vanished two thousand years ago.

Moving from fantasy to reality, we come back to the real world, where a fanatical band of conspirators, known in Washington as "the chicken hawks", younger men without military risks who did not hesitate to order American youths to the Middle East to bring the dream of world conquest to fruition. All of them are well known in political circles, where they are known as "chevaliers sans reproche", because no one dares to criticize them. The names Faith, Libby, Billy Crystal of Hollywood, or Billy Kristol, son of Irving, one of New York's most venerable Socialists, and Richard Perle, renowned in Washington for his sobriquet, "the Prince of Darkness", proceed on their chosen path, willing to risk all for Israel, and dedicated to risking all America for Israel. They may be at greater risk than they know, as the Nuremberg Trials tried, convicted and executed German leaders for "planning and waging aggressive war" after World War II. What follows Word War III? And why is Bush's cabinet hastily resigning? Not only did the conspirators attack the very foundation of civilization at the juncture of the Tigris and Euphrates, then disguised their conspiracy by saying it was a quest for oil. No oil has been forthcoming.

Historians will record that at the Sixth Zionist World Congress at Basle in 1896, an impassioned speaker painted a glowing picture of three world wars, and after the third, the delivery of the world into their hands. We are now in the Third World War. Will humanity take the hint, and move for its own survival? Or is this a trivial question?
 
 
 
 

 
  Disneyland für Ufologen

Am Morgen bestieg Rama den himmlischen Wagen. Die himmlische Pyramide hatte unwahrscheinliche Kräfte, war zwei Stockwerke hoch und besaß Fenster. Und dann erklomm Rama mit den Göttern den Himmel und wurde von Sri Lanka nach Indien getragen. Mit nur einem Blitz zerstörten die Götter Städte, nach der Explosion entstand ein Pilz aus Wolken, Menschen starben noch Monate danach, und die später geborenen hatten entsetzliche Mißbildungen.

Das alles geschah vor einigen tausend Jahren. Gab es damals schon Flugzeuge? War der Blitz eine Atombombe? Diese und viele andere Fragen thematisiert Erich von Däniken in seinem Mystery Park (www.mysterypark.ch). Der Freizeitpark liegt idyllisch in der Nähe des Thunersees, die Berge Eiger, Mönch und Jungfrau im Hintergrund.

Mitten im Berner Oberland, in Interlaken, hat der Schweizer gemeinsam mit vielen Investoren seine Idee verwirklicht: Die Geheimnisse der Vorzeit sollen plastisch und leicht verständlich dargestellt werden. Herausgekommen ist ein Disneyland für Ufologen. Beim Eintritt in den Mystery Park bekommen die Besucher den sogenannten „Cosi-Guide“ überreicht, einen kleinen Kasten mit Kopfhörer. Sobald sich der Träger des Geräts einem Ausstellungsstück nähert, erhält er über den Kopfhörer Informationen dazu übermittelt. Leider steht nirgendwo erklärt, was „Cosi“ bedeutet. Vielleicht irgend etwas wie komisch oder kosmisch auf schweizerdeutsch oder außerirdisch?

Däniken hat eine Vielzahl von Kritikern. Verzerrung von Tatsachen, Fehlinterpretation wissenschaftlicher Erkenntnisse und Unseriosität sind nur einige der Vorwürfe, die er sich gefallen lassen muß. Er dagegen hält sich für den Begründer eines eigenen Wissenschaftszweigs, der Prä-Astronautik. Zur Darstellung seiner Theorien hat Däniken einen futuristischen Erlebnispark geschaffen. Themenpavillons sind ringförmig angeordnet und durch Glaskorridore miteinander verbunden. Die Themen sind die Geheimnisse der frühen Hochkulturen, beispielsweise der Ägypter, Inder oder Mayas. Mit Multimediaprojektionen, Fundstücken und eigenen Interpretationen versucht Däniken seine Theorie zu belegen, daß die alten Kulturen direkten Kontakt mit Außerirdischen hatten und von diesen initiiert und inspiriert wurden.

Beispielsweise wirft er die Frage auf, warum Inder vor dreitausend Jahren Skulpturen bauten, die heutigen Space-Shuttles erstaunlich ähnlich sehen. Seine Theorie belegt er mit modernen ethnologischen Erkenntnissen. Urvölker, die erst vor wenigen Jahrzehnten entdeckt wurden, aber schon Flugzeuge über sich hinwegfliegen sahen, bauten solche aus Holz nach. Ähnliches taten unsere Vorfahren mit den Raumschiffen.

Die Themenpavillons sind sehr lustig. Vor dem Maya-Tempel sind in Schaufenstern Plastikfiguren von Mexikanern ausgestellt, mit bunten Hüten und putzigen Ponchos, die aussehen, als ob sie noch vor fünf Minuten ein Panflötenkonzert in der Fußgängerzone gegeben hätten. Das erklärt wenigstens, warum ihre Kultur untergegangen ist. Weiter geht es in den Maya-Tempel hinein. Dort gibt es mysteriöse Informationen: „Um ca. 600 nach Christus geschah auf der mexikanischen Halbinsel Yucatán etwas bis heute Unerklärliches: Das Volk der Maya verließ sein Stammesgebiet, das sie in Jahrhunderten mit gewaltigen und wunderbaren Kultbauten, Pyramiden, Strassen und anderen Bauwerken übersät hatten“, erklärt von Däniken.

Sind sie in unsere Fußgängerzonen geflohen? Nein, sie folgten den Regeln ihres Kalenders. Und der endet am 23. Dezember 2012, dann bricht das neue Zeitalter an. „Und was passiert dann? Bricht ein neues Zeitalter an? Kehren die Götter zurück? Oder passiert einfach gar nichts?“ fragt Däniken in einem Film geheimnisvoll. Spätestens mit der letzten Frage hat er sich auf die sichere Seite gebracht. Und so geschieht das fast in allen Pavillons, bei den Pyramiden, Stonehenge oder den Zeichnungen von Nacza. Däniken stellt Fragen, beantwortet sie aber nicht.

Beim Verlassen des Parks ist man dann doch voller Hoffnung. Wenn die Außerirdischen also wirklich gekommen sind, um den Ägyptern beim Bau der Pyramiden zu helfen, mit Atombomben böse Menschen ausgelöscht haben und den Indios gezeigt haben, wie man riesige Linien quer durch Mexiko malt, könnten sie dann nicht noch wiederkommen und Deutschland besuchen? Vielleicht zeigen sie ja unseren Politikern, wie man Hartz IV richtig macht, Feinstaub beseitigt oder die Krankenversicherung reformiert? Das wäre lieb!
